Please share that data that refers to training council staff and

considered by Hastings Borough Council?

This information is held

The Council has a number of policies and procedures which are aimed at
prevention of Misconduct in Public Office and reviewed/amended annually or
when there are statutory changes.  The policies and procedures such as
Whistleblowing, Disciplinary, Financial Operating Instructions, Anti-Fraud
and confidential reporting  are communicated to staff through staff
training either in the classroom, e-learning, supervision or a general all
staff bulletin .

Councillors have their own member development programme which occurs after
the Local Elections as part of the members induction and is carried out by
our Chief Legal Officer where issues of conduct etc. are addressed.  In
addition, both Councillor and staff have codes of conduct which clearly
describe what is expected of them as public servants.  The codes of
conduct address fraud and corruption, personal/business activities and
general conduct – the staff code of conduct, disciplinary and
whistleblowing policies were revised in November, 2015.

The Audit Committee approved the audit plan for 2016/17 on the 17 March,
2016 which included provision of awareness training on anti-money
laundering and whistleblowing, regular audits of service areas and
completion of risk assessments.

Dear Information Officer,

Yes, I understand.

My query was based on Misconduct in Public Office; my apologies, I was exhausted at the time. As you are fully aware, this council has been evasive in bringing any clarity to issues relating to The Hastings Trust.

The residents in Leonards on Sea have posted to me a set of documents that demonstrate a cycle of Misconduct in Public Office by staff at The Hastings Trust and those staff who they were in correspondence with the Trust on behalf of this council;

please provide those dates that this council ensured that those people representing the council had been trained on the legislation of misconduct in public office since April 2010.

Yours sincerely,

Fiona Watts
