Misappropriatian of Public Funds by the Audit section of Hertfordshire CC AND Hertsmere BC

Waiting for an internal review by Hertfordshire County Council of their handling of this request.

Dear Hertfordshire County Council,
In 2013 and 2014 I sent an independent report to your CEO and your Head of Audit proof that misappropriation of public funds had occured between your audit section and Hertsmere Borough Council On the 10.10.2014 I sent the same independent report to the Leader of the Council the Leader of the Opposition and the cllr representing Bushey on Herts CC Cllr Quigley
You have informed me in previous FOI requests that even though three emloyees of your audit dept spent 70 "man "hrs on an audit which I was assured would be "water tight "you now inform me that you have no information as to whether this audit is correct or not You charged the residents of Hertsmere £4335.00 for an audit which you state you do not know if its correct or not The independent report and my own examination of the contents are of the opinion that this is a fraudulent audit and that Herts CC and Hertsmere BC have misappropriated public funds Your Head of Legal as denied me my constitutional rights to ask questions on this audit as has the CEO of Hertsmere BC
He has limited powers to stop me asking questions but one is that if he considers the question frivolous then it can be refused Your Head of Legal refused my question on the basis that a question like" which is correct your audit report or my independent report"?? She now claims she does not remember if she read my independent report ?
As I am firmly of the opinion that public funds have been misappropriated in this case This is a very serious issue if true in fact its a criminal offence to misappropriate public money Considering all of the above and the refusal of both councils to deprive me of my constitutional rights would you please let me have the following

Any information that you may hold on any enquiry that has been carried out on this audit

Any information that any of the above councillors sent to you on their receipt of my independent report where I quite clearly identified the "faults "in the audit.I do know that you have some information on this as the Cllr from Bushey sent me an e-mail by mistake and he was looking for advice has to how he was to deal with this serious issue

Any information that you hold on what your reply was to my local Cllr and others

The job title of the person who invoiced Hertsmere BC for this audit or where I may find this information

The job title of the person from Hertsmer BC who paid this invoice

Any information that you hold that would indicate that you have now decided to return £4335.00 to the residents of Hertsmere BC whom it has been misappropriated from

Any information as to whether disciplinary action has been taken against the staff concerned I am aware for instance that the manager of the audit section and the person responsible for this "audit "shredded all my correspondence with him prior to leaving Herts CC

Any information thatyou hold to assure me that you have altered your procedures for managing audit staff so that the publics confidence may be restored as if you have spent over 70 hrs on an audit and then say that you do not have information that would indicate if the information is correct or not and the CEO of Hertsmere informs me that it is a full professional audit you can see that I am getting conflicting messages

Considering the above can you supply me with any information that you hold that would justify Herts CC charging Hertsmere £4335.00 when you do not know if the information you supplied is correct or not

Any information that would justify your refusal to allow me to ask a simple question at council
