Dear Cheshire East Council,

Request for information made under the EIR Act 2004.

Minutes, Terms of Reference, and selection Criteria - Ansa Residents Liaison Group Environmental Hub meetings. (This is the liaison group that was set up in relation to one of the planning conditions which was attached to the building of the CEC owned Environmental Hub on Cledford Lane, Middlewich).

Please can you supply:

1) All the Terms of Reference for the group known as the Ansa Residents Liaison Group.

2) All the minutes which were produced in relation to the Ansa Residents Liaison Hub meetings.

3) Please can you also provide an explanation as to how Middlewich residents were selected to join the group and who controlled/how the selection process was carried out.

4) Can you also provide details if any resident applied or put themselves forward to join the liaison group but they were turned down - including the reason they were turned down?

5) Why have these minutes not been shared with the public by being included on the specific CEC public website page which CEC has in place for sharing information about the Ansa Environmental Hub?

Thank you for your request regarding ANSA Residents Liaison Group.
 
Your request has been identified as falling within the scope
of Environmental Information Regulations 2004. As when responding to an
FOI request, we will send you a full response within 20 working days,
either supplying you with the information you require, or explaining to
you why we cannot supply it. However, under the EIR Act, the provision
exists to extend the response time to 40 working days, if the request is
felt to be particularly complex or voluminous. Should this be the case, we
will of course notify you in good time. 

The due date is 11 September 2018.
 
If we need any further clarification or there is a problem, we will be in
touch. 

In the meantime if you wish to discuss this further please contact me. It
would be helpful if you could quote the reference number quoted above.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Cheshire East Council's handling of my FOI request 'Minutes, Terms of Reference, and selection Criteria - Ansa Residents Liaison Group Environmental Hub meetings'.

Although you have sent a number of attachments in response to this request you haven't fully complied with this request. There is at least one set of minutes which is missing (12th January 2017) and you have also failed to provide the CEC copy of the Terms or Reference for the Ansa Liaison Group.

Please can you review the information you have sent to me and ascertain what data is still outstanding. I would like an explanation for why it hasn't been included and for it to be provided to me at the earliest opportunity.

Following my request for an internal review Cheshire East Council have upheld my complaint and have now provided the information that was outstanding.

However I feel CEC providing a link to Middlewich Town Council for the missing minutes isn't fulfilling their responsibility. If providing a link to the minutes was sufficient then its odd that CEC choose to email all the previous minutes to me. In fact had I not requested the minutes from CEC then I'm certain they would never have appeared on the Middlewich Town Council website.
