Thank you for your request, Wirral Council has checked its records and it has no recorded information of minutes of an Emergency Committee at the 23 March 1989. We have recorded Emergency Committee minutes for the 7th March 1989 and 28th March 1989 however there is no minute 15 in either of these meetings and we have no recorded information to provide to you in response to your query.

The minutes of the 2 meetings you have requested are currently available
for inspection and are not viewable online.  However as the minutes were
relatively short in composition, we have been able to have them
transcribed and they are attached.   Wirral Council was able to provide a
typed version of the minutes from the bound minute book, as the work
involved fell within the appropriate limit contained within the
legislation, which is 18.5 hours.
