I am requesting the minutes & documents relating to the wind up of the MacFarlane Trust & the transfer of funds left in MFT accounts to the Terrence Higgins Trust. Your department originally allocated the funds to the MFT & were involved in the redistribution of these funds.

I am writing to request an internal review of Department of Health and Social Care's handling of my FOI request 'Minutes of meeting between DHSC, THT & MacFarlane Trust'.

The request has taken 3 times the amount of time it is under the to be completed within.

If I do not hear something regarding my request in the next 14 days I shall be asking the Information Commissioner to try to move this forward.

DHSC is the lead department for the country’s response to the COVID-19 pandemic. This would, understandably, affect the Department’s ability to respond in a timely manner. Nonetheless, DHSC provided a full response to you within the statutory 20 working days.

As you are aware, information within the scope of your request requires manual redaction and access to office equipment. Staff have not yet returned to office working and senior officials have made it clear that colleagues will not be compelled to return to the office at this stage. Unfortunately, we are unable to expedite the release of the requested information.

I am writing to request an internal review of Department of Health and Social Care's handling of my FOI request 'Minutes of meeting between DHSC, THT & MacFarlane Trust'.

The reasons for the delay is that some redaction has to take place in regards to peoples names & so forth. All of the people present at the meeting work in the public domain & therefore under section 5 this mutes the need for redaction.

It is the publics best interest to know who was at the meeting making the decisions.

Thank you for your email & sending the information for FOI-1209730.

Unfortunately it doesn't cover in part my original request as there is no mention of THT being present at the meeting & / or how the decision was made to transfer the remaining MFT funds to them.

I was led to believe the redaction needed to place by hand & this was the cause for the delay in receiving the information. Can you confirm the date of the return to the office to complete the request.

In my experience the redaction process usually takes the form of text being blacked out this doesn't appear to have been the case on this occasion leaving the information that has been sent with little or no context. I would be grateful which method was used to redact the documents as it appears to not be in line with Government guidelines surrounding this issue.

I would be grateful if you are able to re-examining my original request to include the the information I requested.

Dear FreedomofInformation,

I have since come across information that disputes the department response to F.O.I.

I will now be forwarding the information along with your responses to the I.C.O as I believe there has been a breech in GDPR as well the incomplete information from yourself.

I have also sought counsel's advice on this issue & they believe there is a strong possibility the Department are in derelict of duty by not completing the F.O.I in guidelines within the DHSC.
