Request for Meeting Minutes:

I am writing to request information under the Freedom of Information Act 2000. I would be interested in any information held by your organisation regarding my request. I understand that I do not have to specify particular files or documents and it is the departments responsibility to provide the information I require. If you need further clarification please contact me via this website (or email). I would like to request the following information:

1) Please provide the minutes of the meeting between Martin Innes and HMRC on 5th June 2018
2) Please provide the agenda for this meeting
3) Please provide the email or other communication which arranged this meeting.
4) Please provide a list of dates of any previous such meetings between Martin Innes and HMRC since February 2017 until the date of writing.

I would like the information to be provided by email or on this website in electronic form. If my request is denied in whole or in part I ask that you justify all deletions by reference to specific exemptions of the act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive fees. I would be grateful if you could confirm in writing that you have received this request. I look forward to your response within 20 working days as outlined by the statute. Many thanks for your assistance with this request.

'NHS Improvement' is not a signature, nor a natural person (nor is it actually a legal person itself as it is not a body corporate, NHS Improvement it is actually just brand under which several legal persons are represented - Monitor and the Trust Development Authority).

Since 1 April 2016, Monitor and the NHS Trust Development Authority have
been operating as an integrated organisation known as NHS Improvement. For
the purposes of this decision, NHS Improvement means Monitor and the TDA.
To confirm, the response was handled by the NHSI Legal team who are
responsible for compliance with the FOI Act.

Dear NHS Improvement,

I am fully aware of that multiple entities are going by the collective brand name NHS Improvement. As I understand it NHS Improvement is not a legal person (rather those going by this brand are - it does however underline well that NHS Improvement really shouldn't be used as a signature it does not exist as a legal entity).

As the legal team will doubtless have understood, I am asking regarding the name of the 'natural person' (i.e. human being) responding. I am concerned that this question may be being avoided however I am hopeful it is simply being overlooked. This is important from the point of view of accountability and conflicts of interest checking.

If the individual is a actually a legal professional not identifying themselves might not be in keeping with the behaviours indicative of good practice.

The SRA and advises:
IB(1.3)

ensuring that the client is told, in writing, the name and status of the person(s) dealing with the matter and the name and status of the person responsible for its overall supervision.

As an example of a behaviour indicative of good practice.

The reply has once again failed to identify the natural person (human being) responding something that is most unusual for an FOI.

Why does "NHS Improvement" choose to conceal the identity of respondents?

Please could the specific respondent (i.e. human being sending these communications ) be identified.
