In Council minutes 16th December 2022 it says that ‘some council members’ raised about a deputy CEO position. How many Council members does ‘some’ mean? Was it a quorum? When did a discussion take place with the CEO and Chairman? What was the decision? Why even propose this given the state of the public sector?
Why are there no minutes since 2022 published? There are no agendas or a list of upcoming meetings. How is a body to know whether all minutes are published with no list of upcoming meetings?

We are responding to your request dated 28 June 2023 requesting
information under the Freedom of Information Act 2000 together with CCEAs
responses is as follows.
1. In Council minutes 16th December 2022 it says that ‘some council
members’ raised about a deputy CEO position. How many Council members
does ‘some’ mean?
CCEA Response: CCEA holds no further information on this matter over and
above what is recorded in the published minutes.
2. Was it a quorum?
CCEA Response: As no decisions were taken the issue of a quorum is
irrelevant.
3. When did a discussion take place with the CEO and Chairman?
CCEA Response: CCEA holds no information regarding such a discussion.
4. What was the decision?
CCEA Response: See previous response.
5. Why even propose this given the state of the public sector?
CCEA Response: CCEA holds no further information on this matter over and
above what is recorded in the published minutes.
6. Why are there no minutes since 2022 published?
CCEA Response: CCEA is committed to complying with the requirements of the
Publication Scheme in relation to the publication of Council minutes.
Although there are no set timescales for complying with this requirement,
CCEA remains committed to publishing ratified Council minutes as soon as
possible and notwithstanding any staffing/administrative challenges which
might arise, as was the case in 2022/2023.
7. There are no agendas or a list of upcoming meetings. How is a body to
know whether all minutes are published with no list of upcoming
meetings?
CCEA Response: CCEA publishes all Council meeting minutes as soon as
possible following ratification and in line with the requirements set out
in the Publication Scheme.

I had previously been seeking outstanding minutes of 2022. But you may be interested to look at the official Minute Numbers now published and wonder why some minutes are still missing from 2022 and why have they not been published when later minutes have. There was disagreement over minutes yet those attending come from various professional backgrounds and governance and transparency is critical? I’d be keen if you list numbers and dates of each minutes and highlight missing minutes from 2022. Each minute is numbered and if you read those that are published you may have an insight into clear disagreement over minutes
