Please name the minister who agreed the policy change set out in Annex E of the 2009 CNO letter (assuming sign off was between 1st March 2009 and 7th May 2009 inclusive)
Or confim if no record of a Ministerial decision can be found

Can you please update me on the progress of this enquiry?
This enquiry was a follow on to FOI 1609243 RB which was originally made on 18th May. I tried refining the request as part of the original FOI but this was ignored and this second FOI started. Therefore I am very disappointed that you have deferred a response to this new enquiry. The maximum response time for FOIs is 20 days but where possible you are obliged to answer more quickly.
I should be grateful if you would prioritise this enquiry as you had already made significant headway with the work as part of my original request. I look forward to hearing from you
