Milton Pavement Birkenhead Office Development - Local Workers

Regarding the redevelopment of the Milton Pavement Birkenhead for offices -

1) how many workers there were ordinarily resident within Wirral council boundaries for a sufficient length of time before starting or whatever the criteria is to be considered local workers by the council for considering the social value of this project (and please provide that criteria)?

2) what percentage of total workers for this development does that amount to? (Together with also percentage details against total hours per week and pay per week worked by all)?

3) the above relates to total workers which would include both apprentices, labourers and qualified trades, please then also provide separate figures for the above for just apprentices.

4) have any cash payments been made by the developer or anyone else in lieu of any part of the social value of this project? If so how much received, in lieu of what and what spent on?

5) please provide details of the social value that was proposed at the start of this development, any adjustments that have been made to it, and any reports on the progress towards achieving it.

Please see Wirral Council’s response to your enquiry shown below.

 

1) how many workers there were ordinarily resident within Wirral council
boundaries for a sufficient length of time before starting or whatever the
criteria is to be considered local workers by the council for considering
the social value of this project (and please provide that criteria)?

 

320 FTE workers were recorded by the developer as living in Wirral.

 

2) what percentage of total workers for this development does that amount
to? (Together with also percentage details against total hours per week
and pay per week worked by all)?

 

320 FTE workers represents 18% of the total workers. We do not collect
information from the developer regarding employees hours or wages.

 

3) the above relates to total workers which would include both
apprentices, labourers and qualified trades, please then also provide
separate figures for the above for just apprentices.

 

The following information is collected regarding apprenticeships and is
recorded in number of apprentices and the number of apprentice weeks on
the development  -

39 Apprentices equating to 358 Apprentice weeks. This is not broken down
by resident status.

 

4) have any cash payments been made by the developer or anyone else in
lieu of any part of the social value of this project?  If so how much
received, in lieu of what and what spent on?

 

Some aspects of the social value of this project take the form of
financial contributions in the first place. No cash payments have been
made by the developer in lieu of any part of the social value of this
project that did not take the form of a financial contribution in the
first place.

 

5) please provide details of the social value that was proposed at the
start of this development, any adjustments that have been made to it, and
any reports on the progress towards achieving it.

 

Social value proposed at the start of the development:

•            Affordable housing: 10% affordable housing target subject to
viability and/or market testing;

•            Provision of 20% family housing subject to viability and/or
market testing, with a minimum of 10%;

•            Payment of £81,000 and provision of homeowners packs to
mitigate for recreational pressure on the coast;

•            Estate management plan to be provided to set out management
of private areas within the site;

•            Clause to secure public rights of access through the site;

•            Travel plan to secure sustainable travel. Requirement for
travel plan co-ordinator, targets and incentives plus monitoring fee;

•            Training and Employment Plan to ensure that local jobs are
secured across the site, plus monitoring fee;

•            Payment of £100,000 towards enhancement of open space and
children’s play facilities near the site;

•            Payment of £100,000 towards improving drainage and facilities
for Conway playing fields;

•            £275,000 to pay for a new classroom to meet need for primary
school age children;

•            Clause to secure the provision of a new Market at a minimum
size of 2,700sqm;

Thank you for your responses. Please sorry can I ask for some clarification on what ‘the development’ is as the responses to number 5 make me think what I thought the development was - just the 2 large office blocks on the milton pavement site - might for all your responses to all of my requests on this be part of a bigger development as it talks of the market and housing which i don't think will be on the milton pavement site?

Dear Mr Jones

 

Your request related to the development of the office accommodation on
Milton Pavement and the questions were answered on that basis.  The office
buildings are part of the overall regeneration of Birkenhead but in terms
of the social value aspect, it is not possible to break it down to the
office development solely. For that reason, information relating to social
value was given in respect of the overall Birkenhead regeneration project.
