2. Is there a cut off for registering applicants as it's nearly 11 months into the pilot and lots of registered applicants have not even completed their house purchase.

3. Up to 10/08/2019, how many applications have had their application cancelled?

4. Up to 10/08/2019 how many property sales have completed and now owned by
the tenant.

5. How is the pilot being monitored? and who in charge of the pilot?

6. Will there be second offer for the unsuccessful tenants from the first Midlands
VRTB pilot ballot?".

Thank you for your request for information concerning  the Midlands VRTB
Pilot which we received on 12 August 2019.
 
We are handling it under the Freedom of Information Act 2000.
 
We do hold this information, but unfortunately I will not be able to give
you a response within the normal 20 working days. I need additional time
to give extra consideration to the public interest in releasing it.
 
The Freedom of Information Act 2000 allows this when one or more qualified
exemptions apply to the information. In this case the exemption I am
considering is section 35(1)(a) which relates to the formulation or
development of government policy.
 
I estimate that it will take an additional 20 working days to take a
decision on where the balance of the public interest lies. Therefore, I
will respond to you by 8 October 2019.

Dear Ministry of Housing, Communities and Local Government,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Ministry of Housing, Communities and Local Government's handling of my FOI request 'Midlands VRTB Pilot'.

I have made the same request on a number of dates to gain for myself on how the pilot is working and been given the answers to my requests so why are you now saying you cannot answer my request? From my previous requests I see the Midlands pilot is not working and reports online say the same, is this now why you are denying my requests? Are I have said before the right to buy was a conservative manefesto promise and not a number of pilots which do not work. Everyone should have the right to buy and get answers to their questions. Especially now the midlands right to buy website has gone.

An Internal Review is a procedure for reviewing the original response
issued in a case.
 
In this instance, as the Department has not completed its deliberations
regarding this request, we are unable to undertake an Internal Review at
this time.  Once you have received our response regarding this matter you
will then be able to request an Internal Review from us.
 
Public authorities may exceed the 20 working day deadline if the
information requested falls within the scope of a qualified exemption and
additional time is required to consider the public interest test. This is
set out in Section 10(3) of the Act, which is set out below. This is
normally described as a public interest test extension. 
 
Section 10 - Time for compliance with request.

(3) If, and to the extent that'

(a) section 1(1)(a) would not apply if the condition in section 2(1)(b)
were satisfied, or

(b) section 1(1)(b) would not apply if the condition in section 2(2)(b)
were satisfied,

the public authority need not comply with section 1(1)(a) or (b) until
such time as is reasonable in the circumstances; but this subsection does
not affect the time by which any notice under section 17(1) must be given.
