Mid Sussex Transport Study Clarification

FoI - Mid Sussex Transport Study [MSTS]

The following questions relate to the Mid Sussex Transport Studies in relation to the road traffic network in the wider East Grinstead area.

1. Could you please provide clarification of the following with respect to the definition of the “Reference Case”:

1.1 Does the definition used for the “Reference Case” differ in any way at all between the sequence of reports of Mid Sussex Transport Studies; MSTS-1, MSTS-2 or MSTS-3 reports? If so, please set out how and where it differs.

1.2 Please also confirm that the figures for the “Reference Case” in the report’s Table 9 (page 42) are all for future values in 2031.

1.3 Please provide the link to the tables including the figures for the other years including the West Sussex Transport Model WSTM base year figures for 2008 and the adjusted 2010 base year.

1.4 It is not clear when the cut-off point was in determining the commitments, permitted applications and Neighbourhood Plan allocations used for the Reference Case. For example, the East Grinstead Neighbourhood Plan (EGNP) was not ‘made’ until 2 November 2016 but the MSTS-3 (December 2016) was ‘signed off’ on 14 December 2016, raising the question as to whether or not the EGNP allocations were included. Please provide the input data used in the modelling, detailing exactly what development sites were included when the modelling was carried out, and the cut-off date used.

2. Could you please clarify the following. The AMEY MSTS-3 (December 2016) Report makes reference to the following items, which the report appears to rely on in reaching its conclusions:
- Page 80 - PBA drawing 24205/04/004
- Page 81 - “Proposed roundabout design is retained from PBA” with no further reference.
There is no explanation as to the role of PBA in the MSTS, which was carried out by AMEY, and there is no link provided to access these supporting documents as reference. Could you please:

2.1 Explain the role of PBA in the Council’s traffic strategy/planning for the spatial strategy/District Plan as it was understood that AMEY are the Council's consultants.

2.2 Provide links to the relevant reports/documents.

3. Could you please clarify what analysis has been carried out for the Council on the traffic conditions within the wider East Grinstead traffic network and when this took place, including the dates when new data was collected noting that

3.1 The analysis appears to be limited to the MSTS-3 consideration of the Turners Hill (B2110/2028) and Dukes Head (A264/B2028) junctions. Is this correct please?

3.2 With respect to other roads and junctions in East Grinstead and the surrounding area is the Council relying solely on the Atkins 3 Study (data collected 2011) exclusively or is there some other study? If there are additional studies, by whom were they carried out and when? Also please provide a link to them.

3.3 When was the most recent traffic survey data collected and who by? Has this been collected since the West Sussex Transport Model (data collection 2008) and for East Grinstead the Atkins 3 (data collection 2011)? When were these individually surveyed ?

1.3 – We are unclear on what you are referring to, neither the transport consultant (Amey) or MSDC officers are able to provide information for this. Are you able to resend the question with more detail regarding the information you require?
