Metrolink Park and Ride Car Parks

Currently waiting for a response from Transport for Greater Manchester, they must respond promptly and normally no later than (details).

Dear Transport for Greater Manchester,

1) Please confirm if the role of your contractors, Care Parking/Anchor Security Limited, includes taking action against non-Metrolink users parking in Metrolink Car Parks.

2) Please confirm who owns the site of the current Oldham Mumps Metrolink Park and Ride Car Park, from what date the ownership commenced and what date it opened to the public.

3) Care Parking/Anchor Security Limited are operating as a Parking Management/Enforcement Contractor on Metrolink Car Parks, as a member of the British Parking Association’s Approved Operator Scheme, they are required to adhere to the British Parking Association’s Approved Operator Scheme Code of Practice. Section 7 of this Code of Practice states:
“Written authorisation of the landowner - If you do not own the land on which you are carrying out parking management, you must have the written authorisation of the landowner (or their appointed agent) before you can start operating on the land in question. The authorisation must give you the authority to carry out all the aspects of the management and enforcement of the site that you are responsible for. In particular, it must say that the landowner requires you to keep to the Code of Practice, and that you have the authority to pursue outstanding parking charges, through the courts if necessary”.

Please provide a copy of this written authorisation in respect of the current site of the Oldham Mumps Metrolink Park and Ride car park.

4) Please confirm if it is a requirement of use of a Metrolink Park and Ride car park that a user has to:
a) proceed directly and immediately, upon parking a vehicle, to the nearest Metrolink station to board a Metrolink service
b) retain their Metrolink ticket as proof that they have patronised the Metrolink service
c) patronise the Metrolink service within a certain amount of time following the parking of their vehicle.

5) If the answer to any of the above questions is 'yes' please provide the details of where these conditions of use are notified to Metrolink Park and Park Ride car park users.

6) Please confirm if your contractors, Care Parking/Anchor Security Limited, are authorised by Transport for Greater Manchester to keep users of the Metrolink Park and Ride car parks under surveillance once they have left the car park.

6) Please provide details of the process by which a Metrolink Park and ride user can contact Transport for Greater Manchester directly to request that a Parking Charge Notice, issued by their contractor, can be cancelled.

2000/ENVIRONMENTAL INFORMATION REGULATIONS 2004

 

We acknowledge with thanks your request for information held by TfGM which

Information requested as set out below:
