Dear Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral Combined Authority,
The Metro Mayor will be elected by the people of Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral. Their choice will be based on the manifesto pledges of the candidates.
 Please supply all information that explains how the employment of a significant number of new officers/staff, without any consultation with the person who is going to lead the combined authority can be anything but undemocratic, in complete conflict with the role of a Metro Mayor and totally contrary to the DCLG's docs, including "Proposal to Establish a Combined Authority for Greater Merseyside.

I am in receipt of your request pursuant to the Freedom of Information legislation and respond as follows ;
1.To clarify the process - the power , and statutory duty , to report upon the resources required to ensure the discharge of the functions of the Combined Authority is with the Head of Paid Service to the Combined Authority. This is enshrined in the Combined Authority Constitution and in the Local Government and Housing Act 1989.Any subsequent appointments following the consideration of that Report by the Combined Authority will follow a fair recruitment and selection procedure carried out in accordance with the Constitution of the Combined Authority.
2. The remainder of your request is subjective comment and does not constitute a request for information within the meaning of the legislation.
