Metal from a Passing Truck

We're waiting for Andrew Wright to read recent responses and update the status.

Dear Highways England Company Limited,
A motorway worker was struck by a piece of metal as an HGV drove past him on the M6.
Shocking video footage of the accident shows the worker collapse to the ground when the metal hits his leg as the HGV approaches. He is then seen getting to his feet and hobbling off the road in front of the driver, who stopped to make sure he was okay.

How'd a passing vehicle cause this? It's the driver working with him that gets out. What happened, what vehicles were involved, what vehicle did the metal come from and what part of the vehicle is it?

Seems to be another lump of metal on roads that aren't cleared
