Mental health-related treatments in GIDS over time

The request was partially successful.

To whom it may concern,

I am writing to request, under the Freedom of Information Act 2000, that you please provide the following information regarding the use of mental health-related treatments, such as psychotherapy, among patients in the Gender Identity Development Service (GIDS) over time:

For each financial year in which data are held, please provide:
1. The number and percentage of GIDS patients who received mental health-related treatments that were provided by the NHS.
2. The number and percentage of GIDS patients who received mental health-related treatments that were obtained outside the NHS (e.g. privately).
3. The number and percentage of GIDS patients who did not receive mental health-related treatments.

Please provide these data for each individual GIDS clinic separately and for the service as a whole (GIDS-wide). Please provide these data separately for patients assigned male at birth and those assigned female at birth, and in combination regardless of sex assigned at birth, at both the GIDS-wide and individual clinic level.

Please provide these data in a spreadsheet file to make it easier to analyse them. Thank you very much for your time and help.

Yours sincerely,
Leo Pritchard

Freedom of Information Requests, Tavistock and Portman NHS Foundation Trust

Dear Leo

The Trust is in receipt of 8 separate FOI requests from you regarding the
GIDS service which has now closed.  These are currently being processed
for response.  We are raising a query about the requested data for one of
your requests, as set out below, to which we have allocated the file
reference 24-25415 GIDS Patients treated by other NHS MH Services, (LP).
The Trust’s message to you is as follows:

The Tavistock and Portman NHS Foundation Trust is a single Trust within
the NHS, and it does not hold data on patients seen by other NHS Trusts
nor seen privately.  Therefore we cannot answer the exact questions raised
in this request, as we do not hold this data.

Should you wish to modify your request, such as to request data that we
hold electronically on GIDS patients who were also treated by any of the
Tavistock and Portman CAMHS services whilst also actively being an GIDS
patient, then we would be able to extract and supply this from our
electronic records, but please note that we do not hold the data in a way
which would enable this to be split out by clinic locations.

Your request has now been placed on hold, and the count of 20 days to
response deadline will be frozen and remain so until we receive your reply
with clarification, at which point, the countdown will reactivate, and we
will process your request accordingly, within the 20 working day deadline.

If we have not heard from you by Wednesday 15^th January, we will have to
assume that you have withdrawn this request for information, and close
your case file accordingly. Should you subsequently send us clarification
after this date, we will consider whether to treat this in relation to
your original request or as a fresh request.

When replying, please kindly quote the reference details in the subject
header of this email.

We trust that you are satisfied with this response. If you are
dissatisfied then please write to us at [1][Tavistock and Portman NHS
Foundation Trust request email] within 40 working days, quoting the
reference details in the header of this email, and explaining the reason
for your dissatisfaction. The Trust would then appoint a senior manager,
not previously involved in this case, to conduct an internal review of our
original response and advise you of their findings, within 20 working
days, which would include either a revised response, or a rationale for
upholding the original response.

Yours sincerely,

Freedom of Information Requests, Tavistock and Portman NHS Foundation Trust

1 Attachment

Dear Leo

Your request for information, as detailed in your email below, has been
handled under the Freedom of Information Act 2000 (FOIA). Please find
attached our response, as a csv file, which has also been pasted below in
text format, for our own ease of reference.

Your Questions:

For each financial year in which data are held, please provide:

1.       The number and percentage of GIDS patients who received mental
health-related treatments that were provided by the NHS.

2.       The number and percentage of GIDS patients who received mental
health-related treatments that were obtained outside the NHS

3.       The number and percentage of GIDS patients who did not receive
mental health-related treatments.

Please provide these data for each individual GIDS clinic separately and
for the service as a whole (GIDS-wide). Please provide these data
separately for patients assigned male at birth and those assigned female
at birth, and in combination regardless of sex assigned at birth, at both
the GIDS-wide and individual clinic level.

Please note that we wrote to you on 3^rd January to clarify whether you
wanted the above data related to just this Trust, as we do not hold data
on patient appointments or treatments elsewhere.  To date we have not
heard back from you, and so we are now responding to you with data held by
our Trust, the Tavistock and Portman NHS Foundation Trust.

Explanatory Notes about our response:

A.      The Tavistock and Portman NHS Foundation Trust did not hold data
by GIDS clinic location, as the GIDS did not differentiate its data by
clinic location. GIDS service provision was nationwide and managed as one
service with one waiting list. Individual clinicians would cover several
GIDS clinic locations

B.      We note your request that the data be provided in Excel format,
however it has been provided as a csv file, in line with guidance issued
by the Information Commissioner’s Office in order to mitigate risk to
personal information. This Trust no longer provides data as excel
spreadsheets/workbooks.

C.     You will appreciate that this data involves low numbers, i.e. equal
to or less than five. Were we to disclose the data requested it could
potentially lead to identification or re-identification of the
individual(s) concerned. Although the month and year alone are not
personal data, we have also to consider whether other information that is
already available, or may become available, to any member of the public,
could be combined with the data requested so as to enable identification
of the individual(s) concerned. We are, therefore, withholding this
information under S.40(2) Personal Information and showing these low
numbers as <5.

Section 40 is an absolute exemption under the Freedom of Information Act
2000, and does not require us to carry out the public interest test.

D.     The errors indicated as "#DIV/0!" and "#N/A" denote where it was
not possible to calculate measure based on given backing data
