The PHSO has a total of two clinical advisors who cover mental health with
an additional vacancy at present.

In addition to the above, there are a total of 96 external clinical
advisors we can contact covering acute mental health provision and
community.

 

All clinical advisors referenced above are in current practice and are all
registered with their professional body.

 

With regards to the breakdown of the general backgrounds, qualifications,
roles and current employment for each of the 96 external clinical
advisors, this information is not held centrally. To try to ascertain if
any of this information is held would require the manual inspection of
each individual’s record. This could not be undertaken without incurring
disproportionate cost and therefore Section 12(1) has been applied to this
element of your request.

 

I hope that this information is useful. If you believe we have made an

you to request an internal review.  You can do this by writing to us by

Can you please clarify this. Are you telling me that:
1. The PHSO do not hold centrally a list of external clinical advisors? OR,

Thank you for your reply.

I can confirm the PHSO do hold centrally a list of external clinical advisors. However, we do not hold centrally the associated information (qualifications, roles, background). To try to establish that information would mean manually accessing each individuals record to ascertain if any of this information is held. Due to the volume, this could not be conducted within cost limits which is why Section 12(1) has been applied to this element of your request.

Seems a bit far-fetched. How can you make a choice as to who would be the best clinical advisor to contact if you don't have a central list of their qualifications and background? Do they just take pot luck?

Section 12 of the Freedom of Information Act is where the cost of
compliance exceeds the appropriate limit. I have provided the ICO guidance
on this exemption [1]here. For the PHSO the limit is £450 at a rate of £25
per person per hour. This means the limit will be exceeded if it would
require more than 18 hours work.  

 

In line with Regulation 4(3) of the Fees Regulations we have based our
estimate on the following:

 

·         determining whether the information is held

·         locating the information,

·         retrieving the information,

·         extracting the information from a document containing it.

   

We have estimated that it will take a minimum of 15 minutes in total per
case. This estimate has taken into account the time it will take to locate
due the format of the clinical advisor database. It also takes into
account the time needed to then determine if qualifications, roles and
background are held within each individuals record plus the time needed to
then retrieve and extract the information into an appropriate format. The
calculation of 15 minutes for 96 cases equals 24 hours which exceeds the
18 hour limit.

Agreeing with phsothefacts Pressure Group, comment above, how does the Lay case worker identify from this who is most suitable for the Real Questions in the case?

Letters after a name mean nothing in this context - nor many another, quite often. I would not want any advisor chosen on the basis of the only information accessible to PHSO. We are being told it's not accessible, in effect; imho.
