Q. How many children aged 10 or under have received treatment for mild to
moderate depression, stress or general anxiety disorder within the last
five years( from January 1 2010 until December 31 2014?

A. Child and Adolescent Mental Health Services (CAMHS) provide a range of
clinical assessment and treatment options for children and young people in
NHS Ayrshire & Arran, including those with anxiety and depression, across
the age range from 0-18 yrs old. CAMHS have only started recording
“presenting complaint” data from 2012* onwards and so can only provide
data for the past three years.

 

Please see the table below  for the number of patients commencing
treatment each year who were referred to CAMHS with a presenting complaint
of low mood, depression, or general anxiety and the age that they were on
the date that they commenced treatment.

We have withheld any figure fewer than four (<4). And any other figure
that would allow you to work out the fewer than four figures, we have
replaced with a fewer than eight 8 figure. We are unable to break these
figures down any further as we are bound by the laws of confidentiality in
respect of patients. It would be a breach of Data Protection Act 1998
(DPA) to provide information that you could then deductively use to
identify patients. We believe to provide the exact number may lead to
these patients being identified which would breach the first principle of
DPA which is to process data fairly and lawfully. This is classed as an
absolute exemption under section 38 (1) (b) in conjunction with section 38
(2) (a) (i) of the Freedom of Information (Scotland) Act 2002.

 

In coming to this decision we have taken into account the guidance
provided by the Scottish Information Commissioner (SIC) on applying
section 38 (1) (b) of FOISA,

*  Prior to 2012 this information was not held in a fashion that would
allow us to easily provide it. This type of information would be recorded
in the patient’s personal health record. To provide this information would
require us to identify all patients accessing CAMHS, locate and retrieve
each health record, read through each health record to extract the
relevant data. This would be burdensome on our limited resources and a
time consuming exercise which we estimate would take several hours and be
outwith the cost of compliance as this would exceed the £600 prescribed
limit set in regulation 5 of the Freedom of Information (Fees for Required
Disclosure) (Scotland) Regulations 2004. Therefore NHS Ayrshire & Arran is
not obliged under section 12(1) of the Freedom of Information (Scotland)
Act 2002 to comply with your request.   

 

You may wish to narrow the parameters of your request, which may bring the
cost of compliance below the threshold. Any further request for
information will be treated as a new Freedom of Information request. If
you wish to narrow your request please contact me and we can discuss what
could be provided within the cost limit.
