Dear Universities,

I am writing to you under the Freedom of Information Act 2000 to request the following information in regards to the mental heath resources at your university.

1. How many support service staff have been employed with a mental health remit (e.g. counselling, wellbeing) in each of the last 5 academic years. If a breakdown is not available for mental health staff, please provide a total for the closest possible category.

2. Budget for mental health support for each of the last 5 academic years, and where possible a breakdown on how that money is allocated, e.g. staff, marketing, equipment etc.

3. Number of students seeking mental health support in each of the last 5 academic years.

4. Average waiting time for mental health support in each of the last 5 academic years.

5. Any internal reports or reviews relating to mental health provision over the last 5 years.

Please provide the above information digitally, preferably in the form of an excel spreadsheet.

If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under your Section 16 obligations, as to how I can refine my request to be included in the scope of the Act.

In any case, if you can identify ways that my request could be refined please provide further advice and assistance to indicate this.

I look forward to your response within 20 working days, as stipulated by the Act.

Further to my email of 10th December, our team have begun liaising with relevant colleagues to gather the information in response to your request. We would like clarification on the following points, referred to in your request:

• Please could you clarify whether your request is intended to relate to mental health resources for students, or for students and staff - in particular, for questions 1, 2 and 5.

The University reasonably requires this information in order to identify the data you have requested for questions 1, 2 and 5. We interpret that questions 3, and 4 relate to resources for students, as in question 3 you have identified students as the group you are interested in. Please do clarify if this is not correct.

Please note that under Section 1 (3) of the FOIA, the University is not under further obligation to comply these parts of your request until such time as the above clarification is provided. We will advise you of the revised timeframe for responding in full, once clarification is received. A new 20-day timeframe will commence one day after receipt of clarification in accordance with Sections 1(3) and 16 of the FOI Act.

We will continue to process your request within the original timeframe, on the above basis for questions 3 and 4.

Clarification

The University’s Information Compliance Officer contacted you on 12th
December 2018, to ask for clarification on part of your request. We wished
to clarify whether or not you are interested in mental health resources
provided only for students, or for students and University staff. We have
not received a response on this point and have therefore based our
response on services provided to students; given that some of your
questions identify students as the group you are interested in.

 

The information you requested is contained within the attached excel
spreadsheet. Please note the information requested under question 5 is
available within the spreadsheet’s second tab; this information is taken
from the University’s Student Advice Service’s business plans.

 

Please note the University is currently undertaking final checks to ensure
it has disclosed all available information which relates to question 5. We
expect to issue any further information relating to this question by the
end of the day on Friday 11th January.

Some parts of the report have been redacted (text partially removed) where
the information is not relevant to question five of your FOI request. For
instance, where text relates to aspects of wellbeing other than mental
health, and/or where text relates to provision of services to staff as
opposed to students. The redacted sections are indicated in the report.

 

Two parts of the report have been redacted in accordance with the
exemption for personal information, where information is about persons

fewer than five individuals in a group. This is in accordance with the
terms of the exemption whereby information relating to an identifiable,
living person or persons is exempt from disclosure if disclosure would
contravene any of the principles set out in the General Data Protection
Regulation (GDPR) (2016) or the Data Protection Act (2018). A disclosure
made under FOI constitutes a disclosure to the world at large. Taking
account of all the circumstances relevant to this request, the University
deems that to disclose figures of less than five relating to referral
reasons, would be likely to enable identification of persons involved and
would contravene their expectations of confidentiality.

Photographs

Some images have been removed in accordance with Section 40, part 2 of
FOIA (2000) – the exemption for personal information about persons other
