I have noted that in their latest list of members the BPA (British Parking Association) lists yourselves:

The BPA is not a highly regarded organisation by many motorists and seen as ineffective in regulating the private parking operators who make up the bulk of its membership; MPs in the House of Commons have also echoed these concerns.
Therefore, can you please provide the following information about your membership:
- The date you first become a member.
- The reason for becoming the member.
- How it benefits your residents by being a member.
- Benefits received by being a member of the BPA.
- The annual costs for being a member of the BPA.

I would like to take this opportunity to apologise for the late response
to your request for information. I am sorry that South Lakeland District
Council did not respond to your information request within the statutory
20 working days. I am grateful for your patience regarding this matter and
I am sorry if this has caused any inconvenience to you.
I confirm the Council holds the information requested and can confirm the
following:
1. Council records show that membership of the BPA was started from
at least 1995, further detail is not held
2. The information you have requested is not held
3. There is no information held as to whether any benefits to
residents formed part of the rationale for becoming a member of the BPA,
or continued membership
4. The general benefits for members is already publicly available to
you by other means and I am refusing this part of your request under

With regards to your answer to "Q5-The annual costs for being a member of the BPA." - whilst the BPA does provide a banded schedule of fees, I was specifically interested in the authority's cost so S21 exemption does not apply. Thank you for providing me with the links to the datasets. I have already looked at expenditure from December 2017 to January 2019 and I have been unable to find a payment made to the British Parking Association in that time frame.
Using the parking revenue data only an estimate of the subscription cost could be made as it would not capture any separately negotiated discount which the authority may have been able to negotiate or additional annual fees payable to the BPA which are not detailed in the banded schedule (such as car park accreditation). S21 exemption does not apply as neither of the sources of information you have provided give me an answer to the question based on contemporaneous published information. Therefore, can you please provide this information.
