The BPA is not a highly regarded organisation by many motorists and seen as ineffective in regulating the private parking operators who make up the bulk of its membership; MPs in the House of Commons have also echoed these concerns.

Therefore, can you please provide the following information about your membership:
- The date you first become a member.
- The reason for becoming the member.
- How it benefits your residents by being a member.
- Benefits received by being a member of the BPA.
- The annual costs for being a member of the BPA.

I refer to your recent enquiry for information held by the Council under
the provisions of the Freedom of Information Act 2000 concerning
Membership of BPA. Under the provisions of the Freedom of Information Act,
the authority must state whether or not the information exists and I can
confirm that we do hold the information you requested which has been
answered below.

1.    The date you first become a member.
Approximately 2009.

2.    The reason for becoming the member.

This request is not covered by The Act as a contemporaneous record of the
reasons for becoming a member cannot be provided.

3.    How it benefits your residents by being a member.

This is outside the scope of The Act as it would require obtaining new
information or formulating an answer to the question which Bedford Borough
Council has not previously considered.

4.    Benefits received by being a member of the BPA.

We will refuse the provision of this information under Section 21
(Information accessible to applicant by other means) of The Freedom of
Information Act. The BPA publishes its membership benefits and so the
information is readily available to the public online.

5.    The annual costs for being a member of the BPA.

Information is exempt under Section 21 (Information accessible to
applicant by other means) of The Freedom of Information Act.  The BPA
publishes its membership costs online along with the criteria for each
membership band.

Dear Sirs,

Thank you for your prompt response. With regards to not answering "Q5 The annual costs for being a member of the BPA" - whilst the BPA does publish a banded schedule of fees, this does not tell me the specific fee the authority pays, which may include a separately negotiated discount from the published schedule or other fees payable (such as ParkMark Certification). Therefore, can you please provide this?
