Dear Barnet Borough Council,

I have noted that in their latest list of members the BPA (British Parking Association) lists yourselves:
https://www.britishparking.co.uk/BPA-Mem...

The BPA is not a highly regarded organisation by many motorists and seen as ineffective in regulating the private parking operators who make up the bulk of its membership; MPs in the House of Commons have also echoed these concerns.

Therefore, can you please provide the following information about your membership:
- The date you first become a member.
- The reason for becoming the member.
- How it benefits your residents by being a member.
- Benefits received by being a member of the BPA.
- The annual costs for being a member of the BPA.

Yours faithfully,

Mr Jonathan WIlliams

Dear Michael Spiteri,

Thank you for your response. There are two pieces of information which you have not provided which I believe should have been supplied:

1) The date you first become a member: Not held. We do not hold a record for the original date of membership
It should be trivial to check your finance systems to find out when first payment for member fees to the BPA was made.

2) The annual costs for being a member of the BPA: https://www.britishparking.co.uk/write/D...
ees_sheet_2018-19.pdf
You have supplied a link to a document which details a schedule of fees, but not your authority's actual fee paid. Again, it should be trivial for you to find and provide this information.

Yours sincerely,

Jon WIlliams

We aim to complete internal reviews promptly and in any event within 20

take longer, but we will not exceed 40 working days.  This is in line
with  guidance issued by the Information Commissioner.

Information request
Our reference: 5029928

--------------------------------------------------------------------------

Dear Mr Williams

I write further to our email acknowledging your request for an internal
review into attached response to your FOI request.

In your request for a review you state:

Thank you for your response. There are two pieces of information which you
have not provided which I believe should have been supplied:

1) The date you first become a member: Not held. We do not hold a record
for the original date of membership
It should be trivial to check your finance systems to find out when first
payment for member fees to the BPA was made.

2) The annual costs for being a member of the BPA:
https://www.britishparking.co.uk/write/D...
ees_sheet_2018-19.pdf
You have supplied a link to a document which details a schedule of fees,
but not your authority's actual fee paid. Again, it should be trivial for
you to find and provide this information.

I have undertaken the internal review and the outcome of my review is set
out below.

Response

Whilst I note that the response to your request was factual, in that it
provided a link to the BPA's schedule of fees, and stated that we no
longer hold records stating when the council became a member of the BPA,
this did not take into account the duty to advise and assist under section
16 of the Act.

I have therefore asked the Parking Service to both provide the actual
figure for the last BPA membership fee, and to contact the BPA directly to
identify when the council became members. I can therefore state the
following.

(a) Date London Borough of Barnet became a member of the the BPA: 1 April
2005
(b) Annual fee: £1,126

I therefore uphold your complaint on this issue and apologise for any
inconvenience.

Your rights

If you remain dissatisfied with the handling of your request, you have a
right to appeal to the Information Commissioner at:
The Information Commissioner's Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF

Telephone: 0303 123 1113
Website: [1]www.ico.org.uk
There is no charge for making an appeal.

Yours sincerely
