The BPA is not a highly regarded organisation by many motorists and seen as ineffective in regulating the private parking operators who make up the bulk of its membership; MPs in the House of Commons have also echoed these concerns.

Therefore, can you please provide the following information about your membership:
- The date you first become a member.
- The reason for becoming the member.
- How it benefits your residents by being a member.
- Benefits received by being a member of the BPA.
- The annual costs for being a member of the BPA.

Please accept our sincere apologies in the delay of responding to your
freedom of information request, please see below our response.

 

Request:

 

The date you first become a member.

 

The relevant service do not have a record of when Lancashire County
Council first became a member of BPA, membership is an annual entity and
previous colleagues who worked in the service, when the membership
started, have now left the authority. However, it is likely we joined when
Parking enforcement was decriminalised in 2004.

 

The reason for becoming the member.

 

Please see the answer above, the reason for becoming a member is unknown
however we continue to be members as it gives the authority access to
parking practice notes, forums and other parking professionals to discuss
the industry.

 

How it benefits your residents by being a member.

 

There are no known financial benefits that we can attribute to residents
for our membership of the BPA.

 

Benefits received by being a member of the BPA.

 

The authority recently received a park mark award for Preston Bus Station
car park, this is managed by the BPA and the authority paid a reduced rate
as a member. Also due to recent changes in GDPR was a good example of
where we received industry advice on the changes to legal documents that
were affected by the changes.

 

The annual costs for being a member of the BPA.

 

£888.00
