I write with reference to your request of 25 March regarding the
register of Members' Interests.

Please find our response attached.

I hope this information is helpful but if you are unhappy with the
service you have received in relation to your request and wish to make a

0AP within 40 days of the date of this letter.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a

SK9 5AF.

Generally, the ICO will not undertake a review or make a decision on a
request until the internal review process has been completed.

They have said I can go in by appointment to look at the register and see the information is exempt. I would've thought that the publishing scheme should have been clear enough that they would have come up with this answer straight away rather than taking 3 weeks

Most of the register entries are now on the County Council Web site.
The council are keen to point out that these may not be the full declaration and you still need to go to Shire Hall to see the real thing. About 3 councillors have chosen to not allow the web publication.

Simon King, Wisbech South, Conservative
Ian Manning, East Chesterton, Liberal Democrat

The Information Commissioner has issued guidance stating:

"information which is only available on inspection, for instance by visiting the premises of the authority, is not to be considered reasonably accessible "

Interesting annotation as the County Council has been refusing FOI requests on the basis of the information being available for public inspection;

"The register is available for public inspection. We consider this information to be reasonably available by other means and therefore we are refusing this request under s.21 of the Freedom of Information Act. The Information Commissioner recognizes that where published information is available for inspection by visiting the premises of a local authority, that information is exempt under section 21 of the Freedom of Information Act provided that the information can be obtained though the publication scheme of the Council."
