responding. Our Refuse and Recycling team have been engaged in procurement
matters which have taken priority over other areas of work.
You asked for the following information:

Attached are the minutes of meetings of the Recycling and Waste
Partnership Board. Further meeting minutes will follow once we have
completed their collation. These will be the contract meeting minutes from
2012 – present.
I am not sure whether I will be able to attach everything in one go so if
it doesn’t work, I will send in multiple emails.
The further meeting minutes will follow within the next few days as soon
as they have been collated.

The last time I looked at the FoIA, being busy with procurement activities was not a valid excuse for breaking the law by not responding within the legal deadline.
I bet that if I told the council that I would be paying my council tax late because I was busy shopping, they might think this was not a valid excuse. Certainly if they took me to court for not paying my council tax because I was shopping, the court would not consider that a valid excuse.
So why is it that EDDC think it is acceptable to break the law because they are shopping?
If your request for information was important because of the procurement exercises, then you may receive this information too late for it to be useful. This is why the FoIA provides STRICT deadlines for responding.
I urge you to make a formal complaint to the ICO.

Yet again, EDDC have failed to meet their legal obligation to answer within 20 working days. Indeed 38 working days have already passed, with a further 10-15 before they answer.
Given that this is a frequent occurrence, please make a complaint to the ICO in order that they have a complete picture of EDDC's utter disregard for the law.
