Dear Parliamentary and Health Service Ombudsman,

Mr. Robert Gordon has been appointed by the Cabinet Office to investigate and report on complaint handling and the Ombudsman landscape. In a response to PASC on 10.11.14 Dame Julie Mellor stated that:

"Robert Gordon has been very good at going out and listening to everyone,
and our team has been working with him. For example, Jane Martin, the Local
Government Ombudsman, I and our team have been working to say what this future
service will look like and how we can move towards it as much as possible now. We have
fed that in to Robert Gordon over the summer, and I know our staff have had regular
meetings..."

1. How many meetings in total did PHSO staff have with Robert Gordon as part of this inquiry?

2. What was the average length of a meeting between PHSO and Robert Gordon?

3. Did Robert Gordon meet with representatives of the PCS union at any point? If so, how many times?

4. Did Robert Gordon meet with front - line staff such as assessors and investigators? If so, how many times?

5. Were minutes taken at any of the meetings with Robert Gordon? If, so are these publicly available?

I am writing further to your email of 14 December 2014, in which you asked
about meetings between PHSO staff and Mr Robert Gordon.

 

I will respond to each of your questions in turn.

 

 1. The Ombudsman and her staff have had a total of 5 meetings with Robert
Gordon. 
 2. The average length of these meetings was approximately one and a half
hours.
 3. We hold no information in relation to this part of your request and
are not aware of any meetings between the PCS Union and Robert Gordon.
 4. Robert Gordon did not meet with front-line PHSO staff.
 5. We hold minutes for three of these meetings.  These minutes are not
available publically as they relate to issues which are current and
discussions which are ongoing.

Dear Aimee,

Thank you for such a clear response. It can now be seen that when the Ombudsman, Dame Julie Mellor stated to PASC that Robert Gordon had been very good at going out and meeting with everyone during his inquiry this did not include any front line staff or representatives from the PCS union. I can also confirm that it did not include advocacy groups either such as AvMA or the Patients Association, nor did it include campaign groups or users of the service.

With over seven hours of meetings with PHSO management this looks more like collusion than open inquiry.

This is just astounding! I thought I was past being shocked by the Dame and co.

That is a demonstration of how government really works Brenda.

Any discussion with complainants would be window-dressing anyway. Because nothing ever seems to change, despite numerous PASC meetings, reports etc.

But its why the Ombudsman ( as an office) can continue to act in such an arrogant way towards complainants.

And why it's employees can seemingly say - and do - what they like, without reprimand.

In theory the Ombudsman is a system, independent of politics.

In practice, it discriminates against the individual in favour of politically- driven motives, whatever the negative outcome (example: see Mid-Staffs).
