Dear Thanet District Council,

Councillor Christopher Wells attended the annual conference of the Local Government Association, which was held between 30th June and 2nd July in Harrogate. He left Thanet on Monday 29th June 2015 and was back in the Thanet Council offices on 3rd July 2015 for meetings.

At any time during the period between the time that he left Thanet on 29th June 2015 and the time that he returned on or about 2nd July 2015 did Councillor Wells meet any other Members of Thanet District Council? In this context “meet” means a face to face encounter rather than an electronic exchange by telephone, email or other internet based service.

Manston Airport site, and if so, were any other Members or Officers of
Thanet District Council present? In this context “meet” means either face
to face encounter or an electronic exchange by telephone, email or other

Yes, Cllr Wells met with two representatives from Riveroak in relation to
the proposed CPO on the former Manston Airport site.

Looking back over your final response to this request I note that your answer to my final question is incomplete. I asked

You answered

"Yes, Cllr Wells met with two representatives from Riveroak in relation to the proposed CPO on the former Manston Airport site"

You do not appear to have answered the second part of the question (were any other Members or Officers of Thanet District Council present?), and so I would be grateful for your prompt response so that I can close out this request.

I should also point out that through an FoI request to another local authority I have learnt that Mr Wells met Mr Cartner during his visit to Wynyard Park - this meeting seems to have slipped through your net

On 9th December 2015 I received an (overdue) reply to this request. At first sight it appeared to answer all my questions but I then received further information from another authority which 0n 7th February 20916 prompted me to write the following to Pauline McGandy

I have yet to receive a response of any sort to this and I therefore ask that you conduct an internal review of this request, with particular emphasis of addressing my question of 7th February.

Thank you for your email received on 7 February asking for further
information, and your email of 2 March  where you requested an internal
review of a previous decision regarding disclosure of information about
meetings during the LGA Conference.
 
Thanet District Council has now conducted the review and the decision is
upheld in part for the following reasons:
 
Firstly, please see below the council's response to the second part of
your final question, which I have included below, and apologies for
omitting this from the original response:
 
Question: At any time during the period between the time that he left
Thanet on 29th June 2015 and the time that he returned on or about 2nd
July 2015 did Councillor Wells meet any persons in relation to the
proposed CPO on the Manston Airport site, and if so, were any other
Members or Officers of Thanet District Council present? In this context
“meet” means either face to face encounter or an electronic exchange by
telephone, email or other internet based service.
 
Original response: Yes, Cllr Wells met with two representatives from
RiverOak in relation to the proposed CPO on the former Manston Airport
site.
 
Additional response: There were no other Thanet councillors or any other
Thanet officers present at the Leader's meeting with RiverOak between 29
June 2015 and 2 July 2015.
 
In relation to your second point, I can confirm that at a separate
meeting, the Leader did meet Mr Cartner to discuss Wynyard Park; their
meeting was not in relation to the proposed CPO on the Manston Airport
site and therefore was not included in the council's original response.
