Dear Eleanor Ferguson, Registrar of the RCVS,
I am writing to request an internal review of Royal College of Veterinary Surgeons's handling of my FOI request 'Meetings between the RCVS and Defra'.
I was surprised to receive your response that you apparently do not minute meetings you hold. As a professional statutory regulatory body (PRSB) it is a requirement for the RCVS to maintain a contemporaneous written record of outcomes from any scheduled meeting with stakeholders (i.e. Defra). I refer to FOIA (2000) and EIR (2004) which make this responsibility clear.
The RCVS must hold records of meetings in some form including dates, times, purpose, attendees, agenda items, discussion points, content, action points, action points carried forward and summaries. It may be that minutes of meetings are referred to by other terms within the organisation, including but not limited to; department records, brief, notes from meeting, scheduled meeting, scope, points for discussion, content, pre-reads, and data presented/contributed to.
For additional meetings held on specific subjects between the RCVS and Defra there must surely be a record of the date and time held, the subject matter, the reason/rationale to convene stakeholders and who was required to be present. Where correspondence relating to those meetings were confidential and may be exempt from disclosure under section 31(1)(g) FIOA, the information may be redacted. The dates, purpose of meeting, agenda items and action points should still be made available without compromising the statutory function of the RCVS.
As the RCVS is my regulatory body with whom I am registered as a RVN, I appreciate any support you can provide in dealing with my reasonable request for information.
