Thank you for your email of 16 March in which you made the following
request.

“Please send the dates and details of meetings which members of the
Information Commissioner's Office staff attended either with the
National CCTV Strategy Board or Strategy sub-groups between October 2007
and March 2011.”

I can confirm that members of the ICO staff attended meetings of the
National CCTV Strategy Board on the following dates.

o 27 November 2007
o 13 February 2008
o 4 September 2008
o 10 November 2008
o 23 January 2009
o 3 April 2009
o 13 July 2009
o 25 September 2009

We also attended a meeting of the Standards sub-group which was held on 10
September 2009, but were unable to attend a Strategy Board meeting on 6
June 2008.

You have also requested details of the meetings we attended, however it is
not clear from your request what details you wish to know. We therefore
need some clarification from you before we can complete our response.

Once you have provided the clarification we need we will be able to
continue to process your request, and will respond within 20 working days
of receipt of the additional information we need. If we do not receive a
response from you within 20 working days of this letter your request will
be considered to have lapsed, as under section 1(3) of the FOIA a public
authority need not comply with a request unless any further information
reasonably required to locate the information is supplied.

For your information, I have provided a link to a copy of the Strategy
Board meeting minutes which are available on the National Archive website

I write further to my FOI request 'Meetings attended by ICO staff regarding National CCTV Strategy'.

To clarify what details were requested - namely minutes of the meetings and reports/documents prepared for or after the meetings. I note that as you indicated the National CCTV Strategy Board Minutes are on the National archive website. There are however no minutes for the Standards sub-group, therefore please provide minutes for the Standards sub-group as well as any reports or documents prepared for any of the meetings (such as relating to "specialist guidance" on CCTV in schools mentioned in the minutes of the Strategy Board meeting no 9).

Further to our acknowledgment of 8 July 2011 we are now in a position to
response to your request:

Your request read:

“I write further to my FOI request 'Meetings attended by ICO staff
regarding National CCTV Strategy'.

To clarify what details were requested - namely minutes of the
meetings and reports/documents prepared for or after the meetings.
I note that as you indicated the National CCTV Strategy Board
Minutes are on the National archive website. There are however no

"specialist guidance" on CCTV in schools mentioned in the minutes
of the Strategy Board meeting no 9).”

As explained in our response to your previous request dealt with under
IRQ0381200 the ICO attended one of the National CCTV Strategy Board
Standards sub-group meetings on 10 September 2009. However, we do not hold
any minutes for this meeting.

It may be useful to explain that the National CCTV Strategy is no longer
active in the form described given the change in government and policies
relating to this area.

Please see attached the only information that we hold in relation to the
sub-groups. You will note that in the first email dated 1 April 2009 there
is some redaction in the body of the email – this information is out
of the scope of your request.

You will also see that names and some contact details have been redacted;
this has been done in reliance on section 40 (2) FOIA which, by virtue of
section 40 (3) (a) (i) states that a public authority may withhold
personal data belonging to an individual other than the requestor where
disclosure would breach a data protection principle. The first principle
requires that personal data is processed fairly and lawfully and we
consider that to disclose these names in response to this request would be
unfair on the individuals involved.

I hope this response is of some assistance to you, however, if you are
dissatisfied with the response you have received and wish to request a
review of our decision or make a complaint about how your request has been
handled you should write to the Internal Compliance Department at the

Your request for internal review should be submitted to us within 40
working days of receipt by you of this response. Any such request
received after this time will only be considered at the discretion of the
Commissioner.
