Thank you for your Freedom of Information (FOI) request dated 22 April

Your request was,
“I would like to know how many Medway GP's received payments for non
referrals from Jan 2010 - Jan 2012 please.”
NHS England holds information relevant to your request.
We can confirm that no GPs who were delivering primary medical services
within the former Medway PCT received payment for “non-referrals” (which
we have interpreted to mean ‘reducing the number of patients referred into
secondary care’) during the period January 2010 and January 2012.
We would however highlight that two incentive schemes were in place during
the period in question that encouraged GPs to better understand their
referral patterns. These were:
1. During the period between April 2011 and Jan 2012 an incentive
scheme was in place with GP practice contractors (i.e.: with the practices
rather than individual GPs) which required GPs to monitor and review their
referral rates and participate in peer review meetings. However this
incentive scheme specifically excluded payment for any reduction in
referral rates. Section 2 of the relevant Quality and Production
indicators (QP) Plus Local Enhanced Services (LES) stated “This LES is
specifically not a financial incentive to reduce referral rates or
emergency admissions”. Local Enhanced Service are locally agreed services
provided as an add-on to national General Medical Services contract.
2. Prior to April 2011 there was a Practice Based Commissioning
incentive scheme in place. This required GP practices to compare their
referral rates against the Medway average. Under this scheme no payment
was available specifically for reducing referral rates.
