Dear Norfolk County Council,

I would like to request the following information please:

How many children is the local authority currently providing provision for under its duty to educate medically unfit children? If a certain date makes it easier (for example, as of the beginning of May, or end of April), that's fine.

How does that compare to the number being looked after at the same time last year?

If possible, could this please be broken down by medical referrer (for example, their doctor or CAHMS)?

Could the figures please be broken down by age and gender?

Ideally, it would be helpful to have the figures in an Excel spreadsheet.

Thanks,

Lauren

Dear Lauren

Freedom of Information Act 2000 – Clarification Required ENQ340360

I refer to your request for information dated 22 May 2017.

I have looked carefully at your request and I am afraid that I am unable
to identify and locate the information requested without further detail
from you. I would therefore be grateful if you could clarify your request.
In particular please could I ask you to clarify what is meant by “How does
that compare to the number being looked after at the same time last
year?”. I believe that this means “How many children was the local
authority currently providing provision for under its duty to educate
medically unfit children as at this time last year?”. However, due to the
way that you have worded this question, I cannot be certain that this is
what you mean, and you are not actually asking for the number of children
in care.

I would be happy to discuss your request with you if you think that this
would help.

Once you have clarified your request, we will be able to process your
request. If clarification is not received by 20 June 2017 I will assume
that you do not wish to continue with your request and will close my file.

Yours sincerely,

Dear Information Management,

Thanks Lewis.

Yes I believe we are on the same page.

I would suggest that it means:

How many children was the local authority providing provision for under its duty to educate medically unfit children this time last year?

So how many children are being provided provision now - and how many were this time last year.

Hope that clarifies it.

Yours sincerely,

Lauren Cope

Dear Information Management,

Thank you very much for your helpful reply.

Could I please request the same figure - the number of children looked after by the local authority under its duty to educate medically unfit children - as of this time five years ago please, and for the following three years please?

I don't need the data for the questions relating to age/referrer for those time periods.

Yours sincerely,

Lauren Cope

You asked: How many children were the local authority providing provision

We hold no data from 2012/13 to 2013/14, therefore, we are only able to
provide the data for 2014/15.

Please note the following caveats:

-       The data is not captured in total as per the request as this data
was held to measure capacity against commissioned places.

-       The information operates on a termly data return so it is not a
case of adding together the 3 termly figures to get a total figure as this
would double count pupils in receipt of support across different terms.

Unfortunately there are many children with mental health problems in Norfolk not receiving an education at all. Then there are those like my son that have had inadequate education for over 2 years, long periods of none at all, currently he is getting 3 hours a week from his school at home which is beyond a joke with inadequacy. The last 3 years of my life has been a nightmare trying to gain support and education for him, ehcp plans taking over a year, then not meeting his needs. His mental health problems were caused by not having his special needs met in School in the first place. He is a victim of the system supposed to be educating him.
