Dear Department of Health (Northern Ireland),

I would like to submit a Freedom of Information request under the Freedom of Information Act 2000 to Michael McBride acting as the Chief Medical Officer of the Department of Health requesting the
1. the medical Risk Assessment for mandatory face coverings that the public servants within the Department of Health supplied to members of the NI Executive
2. the medical Risk Assessment for children over the age of 13 wearing face coverings within a school.
3. the medical Risk Assessment for children under the age of 13 wearing face coverings.

Under the Art 10 Section 1 of the Freedom of Information Act, public authorities must comply with requests made under that act within twenty working days

I have not yet had a response to this and would like one.

Further to my previous email on 4 October 2020,  I am writing to you to
again apologise for the ongoing delay in answering your request for
Information below. The Department is aware that we are outside the
legislative time to respond to your request.

 

As you will understand resources within the Department and wider health
organisations throughout NI, have been stretched over the last number of
months due to ongoing and ever changing Covid19 challenges. A considerable
number of staff have been redeployed from their normal “day jobs” to work
solely in response to the current pandemic.

 

The Department acknowledges public interest in the transparency and
accountability of government, and the immeasurable public interest
associated with the current pandemic and how that affects us all.  We
fully recognise that disclosure of the information you have requested will
give members of the public, like yourself, confidence that decisions are
taken on the basis of the best available information.

 

However at the moment the staff who would be in the best position to
answer your query fully are the very staff engaged in the daily
discussions and consultations with the Minister and the Executive in
considering the most appropriate course of action to steer us through the
current crisis. Unfortunately it is unlikely that we can answer your
request fully at this time.

 

The Department is in the process of setting up a Covid19 Response
resource, with responsibility for a number of Covid19 elements and this
will include staff to specially respond to the many FOI requests we
already have and those we expect to get over the coming months.

 

In the meantime and in an effort to be as helpful as possible, can I
advise you that a lot of information underpinning decisions taken by the
Department and Health Minister, is derived from work undertaken by other
organisations such as [1]SAGE, [2]NISRA and [3]PHA and I have included
links to each of their sites.  Furthermore the [4]Department’s own website
is updated regularly with general advice on Covid19 as well as the
[5]Department’s dashboard with specific Covid19 data which is updated
daily. We also expect to begin publishing some scientific information on
the [6]Department’s website in the next week or so.

 

Additionally Minister provides regular updates to MLA’s during plenary
sessions and Minister & Departmental officials regularly attend NI
Assembly Committee evidence sessions. Recordings and transcripts of these
can be viewed on the [7]NI Assembly website.

 

I realise that this perhaps does not answer your specific questions but I
hope you may get the answers you seek via the published information. We
will of course endeavour to answer your request as soon as possible. If
you do get the answers you seek could I ask that you let me know so your
request can be closed. 

 

We again apologise for the ongoing delays in providing a response but hope
you understand the current circumstances and the resource limitations the
Department is currently experiencing.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department of Health (Northern Ireland)'s handling of my FOI request 'Medical Risk assessment for mandatory face coverings'.

I requested information which I have not yet been given but instead referred to other sites for information. I submitted this request and the response is long overdue and would very much like to receive the information I requested in a timely fashion. I understand that there are issues around Covid and human resources being redeployed to other areas but I feel at this stage I should have had the information I requested.
