Information request
Our reference: 1133279
Dear Mr. Loader
Thank you for your request for information received on 17 November 2017.
Your request
Which newspapers, magazines, journals & online subscriptions did the
organisation procure or receive free during the year 16/17?.
Our response
This request is being handled under the Freedom of Information Act 2000.
The FoI Act (section 12) specifies a cost limit for complying with a
request for information of £450 (18 hours). From our preliminary
assessment, we estimate that compliance with your request would exceed the
appropriate costs limit under section 12 of the Freedom of information Act
2000. This is because to answer your request we would need to undertake a
detailed examination of information held on our systems. Subscriptions
for newspapers, magazines, journals and online subscriptions are not
titled in our software systems in such a way as to be individually
identified without examining the records in detail. So to undertake the
detailed search required to answer your question would take in excess of
18 hours. Therefore we are refusing your request and this email acts as a
refusal notice.
Further, even if the search were to be undertaken, we cannot guarantee the
accuraccy of the search results as subscriptions relevant to an individual
service area are sometimes pooled and free publications are not recorded
centrally.
If you are dissatisfied with the handling of your request for information,
please contact the h&f InTouch team within 40 working days of receiving
this response. They will consider the matters raised and decide whether
they are referred to the Council's Information Manager for an internal
review.
You can write to the h&f InTouch team at Room 229, Hammersmith Town Hall,
King Street, London W6 9JU, or email: [Hammersmith and Fulham Borough Council request email]. If you are
registered for self-service, via the Council's My Account portal, you can
also do this online: [1]Click here to complete the form
You also have the right to appeal to the Information Commissioner at: The
Information Commissioner’s Office (ICO), Wycliffe House, Water Lane,
Wilmslow, Cheshire SK9 5AF. Tel: 0303 123 1113. Website:
[2]www.ico.org.uk/concerns/. There is no charge for making an appeal. The
ICO may ask you to contact Hammersmith and Fulham, so we can complete an
internal review, before the ICO investigates the matter.
Please do not hesitate to contact me if you have any queries or concerns.
Please remember to quote our reference, 1133279, in any future
communications.
Yours sincerely
