Your FOI request was passed on to us by Paul Woods – Chief Finance Officer
for the North East Combined Authority – and we have been making some
initial investigations into the information you have requested. We need to
seek clarification from you on a couple of points.

 

1.    You ask for a list of contracts offered ‘since 2014’ – the NECA came
into being in April 2014, do you want the information from that point
onwards or did you have a more specific time frame in mind?

2.    ‘Media and Film’ is quite a broad category – is it possible to be
more specific about what you would like us to include within that? This
will  help us to pull together the information and respond to you more
quickly.

Here is the information you have requested

 

There have only been 6 contracts awarded since April 2014 relating to web,
social media and video production, these are detailed below.

 

 1. Video production

Process: 3 x Quotes

Awarded: April 2015

Successful Company: Future and Co

Contract Value:£2,500

Description: Production of three 10 second films

 

2. North East Growth Hub

Process: Tender (OJEU compliant, accelerated process)

Awarded: March 2015

Successful Company: Escher Group

Contract Value: £168,500

Description: Development and Operation of a business Growth Hub in the
North East Local Enterprise Partnership Area

 

 3. PR and social media support

Process: Sunderland Council's E-Procurement Quotation System

Awarded: December 2014

Successful Company: Sarah Hall Consulting Contract value: £86,400 
Contract length: 2 years

Description: Provision of PR and social media support

 

 4. Website development

Process: Sunderland Council's E-Procurement Quotation System

Awarded: June 2014         

Successful Company: Horizonworks

Contract value: £16,040

Description:  Development, Build and Maintenance of a new website and 
microsite for the North East LEP

 

Other Media and Film Contracts

 

Contract Reference 004641 - Go Smarter Public Relations and Social Media;
Contract Value £75,000 with Sarah Hall Consulting Ltd; Contract Duration
1^st February 2014 to 31^st March 2016

 

Contract reference 004817 - Go Smarter Website and Journey Planner Phase
2; Contract Value £100,000; with Steer Davis Gleave; Contract Duration
1^st March 2015 to 31^st March 2016

 

The last two were both procured by direct negotiation so were not
advertised on the open market as a tendering opportunity

 

If NCC were the lead authority on a specific procurement and the decision
was to go out to the market for quotes, then this would be done via the
NEPO Portal.

 

However, these 2 jobs were procured by direct negotiation due to Sarah
Hall Consulting already providing strategic PR and social media support to
the Go Smarter programme and the intensive and bespoke work SDG had
already carried out. It was considered that it would not be cost effective
to change suppliers at this time and it was agreed that extending the
existing contracts for other work/projects the companies were carrying out
on behalf of NECA offered the best value for money moving forward.
