Mechanisms for Board assurance on the use of severance payments under £100k
Dear Cardiff Metropolitan University,
Authority for severance payments for staff earning a basic FTE salary of £100,000 or less per annum (save for severance payments where the payment to the individual is £100,000 or more) lies with the Vice-Chancellor (as stated within action 3.1.7 of Schedule 1 of the university's Scheme of Delegation). The Director of People Services has delegated authority for payments of up to £50,000.
1. Does the university's Board of Governors receive a regular (eg annual) report from the university executive for the Board's scrutiny on the number and circumstances of such expenditure on severance payments that have been approved by the Vice-Chancellor and Director of People Services?
2. If the answer to question 1 is 'no', how does the Board of Governors assure themselves that the Vice-Chancellor is exercising her authority properly and appropriately in the use of university funds for this purpose?
