Dear Sir or Madam,

I would like to submit a Freedom of Information request for the results of the 'Measuring the Quality of Prison Life' surveys in all establishments.

Please send me the most recent average scores for every question for every establishment.

My understanding is that, in addition to the overall average score for each question, each establishment also collects the average score for various subsets of its population such as by race, religion, age and so on. Please include these averages as well.

Please also send me a timetable for future surveys.

I appreciate that the reply to this request will be a large amount of data. Please provide it in whichever format is most convenient for you (e.g. spreadsheet or database).

In my original request I asked for the most recent average scores for every question. In the response given I have received the 'mean dimension scores'. Please can you confirm whether each score relates to one question or more than one question.

The results you have been given relate to more than one question. Each
dimension is made up of a number of questions. I responded with this
information because you asked for averages and we do not produce averages
for each question only the percentage who agreed or disagreed. We only
produce averages for dimensions so I thought this was what you required.

Thank you for clarifying this.

As indicated in my original request I would like to have access to the most recent scores for every question for every establishment.

In case my wording was unclear I meant "average" in the sense of 'average of the respondents', not 'average of the questions'. Specifically, I would like the scores "for every question for every establishment".

I would be grateful if you could respond with the information as soon as possible or tell me whether I should request an internal review.

Would it be possible to clarify your request so there is no
misunderstanding on this occasion.

After the original response you clarified that you wanted the averages for
every question - by question I presume you are referring to what we call
'statements' that make up the main body of the MQPL questionnaire (i.e.
This is a decent prison etc).

Then you mentioned the following:

I am writing to request an internal review of Ministry of Justice's handling of my FOI request 'Measuring the Quality of Prison Life'.

My request was rejected under section 12 of the FOI Act because of the supposed cost of dealing with the request.

I find it hard to believe that it is not possible to produce the most recent MQPL scores for all establishments within 3.5 days.

Please note that I do not require all the scores to be amalgamated into one file or table. If they exist in separate files then that is acceptable.

To bring the request within the cost limit I am also willing to drop the additional request of providing the scores by race, religion, age and so on, although it would be helpful to have this.

Please review the response to my request with this in mind. If the request is still caught by the cost limit then please provide assistance under section 16 to help me narrow it while still covering all establishments.
