Electric vehicles are being increasingly promoted as a low-carbon alternative to conventional combustion engine vehicles. Some English local authorities have therefore introduced measures to increase uptake of electric vehicles and associated technology (eg. charging infrastructure) within their local authority area such as providing free parking for electric vehicle owners, procuring electric vehicles as part of the local authority fleet or mandating charging points as part of all new development.

Your request for information received on 21/05/2018 has now been
considered and the information requested is detailed below.
 
1a) What measures to date have been put in place by your local authority
to encourage, increase and/or aid the uptake of electric vehicles and
associated technology by residents within your local authority area?
Please provide details of each measure.
 
As an authority we have installed Rapid Electric Vehicle Charging Units on
Council owed car parks in the centres of Dudley, Brierley Hill and
Halesowen in the last few years, which complement the offer provided by
the private sector within the borough such as those provided by Tesco in
Stourbridge and INTU at Merry Hill amongst others.
 
Furthermore, through the planning process all new developments are
required to make adequate provision for electric vehicle charging
infrastructure.
1b) Are any future measures being considered by your local authority to
encourage, increase and/or aid the uptake of electric vehicles and
associated technology by residents within your local authority area? If
so, please provide details of each measure.
 
The Black Country Authorities are working in conjunction with Transport
for West Midlands to ensure we develop charging points for residents that
are affordable, easy to use and integrated into the wider transport system
so that customers have consistency when travelling across a wider area.
Its important that we develop a solution that is fit for purpose and work
to develop this solution is ongoing.
2a) What measures to date have been put in place to encourage, increase
and/or aid the uptake of electric vehicles and associated technology
within your local authority fleet and amongst local authority staff?
Please provide details of each measure.
 
The council is in the process of reviewing various aspects of fleet
operations and in particular whether financial savings and environmental
benefit could be achieved from alternative ways of working/new and
alternative technologies. Both the Energy and Transport Managers drive
fully electric vehicles and act as ambassadors for the technology.
2b) Are any future measures being considered to encourage, increase and/or
aid the uptake of electric vehicles and associated technology within your
local authority fleet and amongst local authority staff? If so, please
provide details of each measure.
 
We have been reviewing Low/zero emission vehicles and their viability to
operate within Dudley MBC, these vehicles need to support our aims of a
safe and sustainable Transport operation whilst ensuring our employees can
carry out their tasks in an efficient manner. We will look later this year
to demonstrate electric cars/vans where they meet our Transport aims and
further review our vehicle and procurement strategies to include limits on
vehicle emissions.   In addition we will review the possibility of
electric compactors on new refuse vehicles.

to encourage, increase and/or aid the uptake of electric vehicles and
associated technology by businesses who are located within your local
authority area? Please provide details of each measure.
 
The Parking Standards SPD acknowledges the importance of electric vehicle
technology and requires new residential developments to provide at least
one parking space for electric vehicles charging. For flats, 1 charging
point is required for 10 unallocated spaces. For no residential
developments the requirement is 5% of all parking spaces to be covered
with an electric charging point and appropriate cabling for further 5%
should the demand increases.
 
3b) Are any future measures being considered by your local authority to
encourage, increase and/or aid the uptake of electric vehicles and
associated technology by businesses who are located within your local
authority area? If so, please provide details of each measure. .
Presently the authority does not have any requirements that go beyond the
requirements for electric vehicles set out in both Parking Standards and
Air Quality SPD. However, the four black country authorities are jointly
reviewing the Black Country Core Strategy which may include strategic
policies which could encourage the uptake of electric vehicles through
various strategic policies on sustainable transport and the provision of
cleaner and alternative modes of travel.
4a) What planning measures have been put in place to encourage, increase
and/or aid the uptake of electric vehicles within your local authority
area? For example, do you require a set standard of EV charging spaces as
part of a new residential or commercial development? Please provide
details of each measure.
The Adopted Black Country Air Quality SPD lists the provision of Electric
Charging points as one of the mitigation measures to improve air quality
in the area. The new developments should include provision of electric
charging points as a minimum requirement according to the document. The
document states that 5% of the parking provision will be sought with
charging points. It further states that appropriate cable provision should
be provided. The document also refers to on street electric vehicle
charging points as a part of the additional measures to be that could be
considered.
4b) Are any future planning measures being considered to encourage,
increase and/or aid the uptake of electric vehicles within your local
authority area? If so, please provide details of each measure.

The Black Country Core Strategy is being reviewed with an aim to adopt the
document in 2020. The document will contain strategic policies related to
sustainable transport provision and alternative modes of transport to be
provided in light of the latest government guidance on improving health
and ensuring the improvements in air quality. It is too early to provide
any reasonable  information as to what the strategic requirements will be
in terms of uptake of the electric vehicles.
