Dear Barnet Borough Council,

1.Can you kindly explain why Councillor Salinger (Mayor of Barnet) publicly endorsed Carlton Court Care Home in 2017, despite it being under multiple safeguarding investigations, rated poor/inadequate and a catalogue of civil claims for institutional abuse.

2. Please state what other private care companies/providers in the LB of Barnet have been graced by the Mayor at open publicity events in the years 2015, 2016 and 2017 on commercial care premises.

3. Please state whether any incentive was provide to "procurement" the endorsement of a public elected figure.

4.Please confirm the nature of Councillor Salinger's relations with Carlton Court Care Home, TLC Group / Rockley Dene Homes Ltd, and disclose any personal conflicts of interest.

5. Does the Elected Council find such public endorsement appropriate for a commercial entity and has the council assessed the possible impact of such an inappropriate endorsement.

6. What level of personal or professional involvement has Councillor Salinger taken in recent safeguarding and social service investigation into Carlton Court since 2016.

Do you mean by was an incentive provided to procure the endorsement,
rather than during a procurement period?
 
If we do not receive the clarification requested we will be unable to
process your request.  If we do not hear from you by 8 March 2018 we will
take it that you do not wish to pursue this request and will consider the
request closed.

Please note that when you provide clarification the period for
compliance(20 working days) restarts.  The compliance date for response to
you request will therefore be 20 working days after you provide

Dear Richard Carter,

Thank you for your reply. Gosh its dragging on.

Point 3 - "procurement" issue - in short did Councillor Salinger receive any fee, gift, financial or other incentive for his appearance at Carlton Court whether personally or directed to the council ...and obviously if so, so where and when was it declared for the record.

Hope that provides clarity so that the Mayor can finally provide a public answer.

Amazing how such a simple questions regarding the conduct of a public figure can be so easily delayed and every attempt to avoid. Salinger refused to answer email questions about this very dubious endorsement of a considerably failing care provider under multiple agency and multiple funder investigations. Salinger is an ex Haringey councillor during the time of mass housing allocation fraud and the continuation of Social Service Directors personal pension pot loading at the expense of children and the vulnerable. Despite another 20 years passing .. the later hasn't changed! If Salinger cant answer or justify his unique involvement in this one care home - then he needs to go, before more digging in his professional past.

Dear Barnet Borough Council,

Gosh you still egging this out.

Was any incentive, financial or otherwise paid to Councillor Salinger or the council for him to attend Carlton Court in his role as Mayor.

Mr. Carter you know exactly what we are asking and Councillor Salinger has avoided reply since January 2018.

Perhaps a full page in the local press with the regarding his attendance at Carlton Court and endorsement might illicit an answer and directly to Conservative HQ. Public figures are accountable for endorsements and attendance to both commercial and public events. Salinger is no exception.
