4) For each event, please send me details of any arrangement or publicity made so that the general public could attend.
5) The menu and wine list for each event.
6) If possible, please send the speeches made at each event.

Our response is as follows:
1) The total budget for the mayoral inaugurations held in both 2017 and 2018. For each event, please break this down into venue hire, PA/sound system, food and drink, decorations, and entertainment costs.
Please refer to the attachment titled ‘FOI-15890 Question 1’ for our response to this question.
2) Please supply invoices or other confirmation of these bills.
Please find attached a redacted version of the invoices, subject to the exemption below.
3) A list of those invited to each event.
Please find attached a redacted version of the guest list.
Section 40(2) Exemption Engaged
The requested information is exempt under section 40(2) of the Freedom of Information Act 2000, as disclosure of this information would contravene the Data Protection Principles of the Data Protection Act 2018 and the General Data Protection Regulations. This is an absolute exemption.
The information to which this exemption is being applied includes the invoices requested above, which includes the names of junior officers at the Royal Borough of Greenwich, as well as the signatures of officers who have authorised payment, and the guest list for both inaugurations. The information to which the exemption is applied on the guest list are: the names of most attendees and all registration numbers, dietary and access requirements. The names of Councillors, Members of Parliament and Chief Officers attending the event have not been redacted, and where an individual has attended in an official category, their role has been included.
4) For each event, please send me details of any arrangement or publicity made so that the general public could attend.
No general invitation was made to the public. The numbers of people able to attend were restricted, due to restoration works at the Painted Hall, Old Royal Naval College.
5) The menu and wine list for each event.
Please find below the menu and wine list. The same menu and wine list were used for both the 2017 and 2018 events:

Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Greenwich Borough Council's handling of my FOI request 'Mayor-making ceremonies, 2017 and 2018' - in particular, the decision to redact names of those who attended the two mayor-making ceremonies.
These individuals are accepting hospitality from the council of nearly £50 per head, and in some cases have links with organisations that have a significant effect on the borough and its population, such as property developers and their lobbyists. In the interests of transparency and the public interest, you should release this information just as you have done on previous occasions.
Since the invites were sent out before the General Data Protection Regulation (EU) 2016/679 (GDPR) and the Data Protection Act 2018 (DPA 2018) came into force on 25 May, it is also unclear how this can be applied retrospectively. In any case, the public interest in this (evidenced by the new council leader pledging to end these events in their current format, and media coverage of this: http://www.newsshopper.co.uk/news/162642...) should override any desire to keep the names of participants secret.
