Maura Noone, Reading's departed Interim Head of Adult Social Care. Please provide some essential information.

Within it are many further links where the public can discover the detailed set of circumstances surrounding a safeguarding emergency which arose recently at Reading Council. This was connected to Reading Council's appointment of Maura Noone and a historical failure to discipline her (and her Department of Adult Social Services management colleague Mike Fowler) following the proven abuse of learning disabled people which occurred at Wirral Council some years ago.

As a result of this safeguarding emergency - which was never made public by the council nor by the local newspapers despite my best good faith efforts - I now have some queries which have arisen since Maura Noone departed her role as Head of Adult Social Care, Reading Council.

With regard to former employee Maura Noone, please provide full information to show:

1. Details of any settlement agreement issued which is connected to the recent departure.

2. Did the settlement agreement contain a gagging clause?

3. All payments to the former employee in public money, bestowed in connection with the departure?

4. Total amount of these payments.

5. Whether the departure from Reading was connected to the exposure of proven Wirral Council abuse (see below).

6. Whether a positive reference was / will be provided by the council for use when seeking employment in the future.

7. On appointment, had the former employee undergone and passed the government's Disclosure and Barring requirements?

8. Precise dates for the time period Maura Noone was employed at Reading Council.

9. Details of all investigations / searches undertaken to satisfy the council's vetting procedure for this highly sensitive post.

10. During the time period of the employment, details of all contacts made, events / meetings attended which have risked compromising Reading Council by foreseeably and avoidably placing a proven, abusive person (see below) into such sensitive situations.

Should Maura Noone's departure from Reading Council be connected to Wirral In It Together’s and Wirral Leaks’ revelation that Maura Noone was heavily involved in the extended episode of Wirral Council-based abuse, then I would like to thank you for taking the necessary action needed to curtail any potential continuation, notwithstanding any connected actions which may have permitted the danger to arise once more.

Should the council's position turn out to be that the departure was not connected to the prior abuse, I must stress that society may find itself back in the same threatening position it was in in January 2012 when this abuser departed Wirral Council but due to employer, regulator and court negligence later successfully applied for senior roles at both Northamptonshire County Council and Reading Borough Council.

Depending on Reading Borough Council's answers to the above 10 FOI questions, I'm hopeful that progress will have been made and that you have not repeated some or all of the same failures engaged in by Wirral Council. These failures were later compounded by decisions of both the Information Commissioner and an Information Tribunal which found against me. Although I presented a very clear case and warned in detail about the dangers, these decisions only succeeded in protecting the two abusers and the employing body's reputation, whilst imperilling the safety and jeopardising the wellbeing of thousands of vulnerable persons.

The dire consequences I warned Wirral Council, the ICO and the judge about later became a twin-reality, when both abusers (Noone and Fowler) were appointed to sensitive senior roles at two councils and at the Charity Brook Young People.

Maura was employed as an interim and her temporary assignment came to an
end.  There was no settlement agreement.

The Council will provide an accurate reference, on request from future
employers

 

7. On appointment, had the former employee undergone and passed the
government's Disclosure and Barring requirements?  Yes

 

8. Precise dates for the time period Maura Noone was employed at Reading
Council. 18/09/2017 - 11/07/2018

 

9. Details of all investigations / searches undertaken to satisfy the
council's vetting procedure for this highly sensitive post.

Checks were made regarding eligibility to work in the UK and
qualifications.  References were taken from previous employers.  DBS
checks were verified.

 

10. During the time period of the employment, details of all contacts
made, events / meetings attended which have risked compromising Reading
Council by foreseeably and avoidably placing a proven, abusive person (see
below) into such sensitive situations.  None
