We have looked into your request for information, and our response is shown below.
The Variable Message Sign (VMS) recently introduced at Liverpool Road, Huyton has been funded through the Council’s Highways Capital Programme. The supply, installation and commission of the VMS was £20,674.00
The sign serves a number of purposes, which are not limited to but include:-
• Improved network resilience in the event of incidents, particularly relating to the M57 and being complementary to the Highways Agency tactical diversion route initiative for its motorways;
• The A57 Liverpool Road corridor has a poor road safety record and the sign unit may also be used to relay relevant road safety messages;
• The sign unit is on one of the main approaches to the centres of Prescot and Huyton where a number of major traffic generating events occur, for example the Knowsley Safari Park attraction and The Tour of Britain cycle race. Messages will be relayed to improve traffic management and traffic flows in the area during such peak activity on the network; and
• On a general note the sign unit, being positioned on a busy thoroughfare, can be used to raise public awareness of special events occurring within Knowsley where they have a network management impact, thereby improving driver information and journey planning.

Variable Message Signs (VMS), such as that on Liverpool Road, are used to provide drivers with information such as warnings, traffic information and safety messages in order to make journeys better informed, safer and more reliable.
VMS enable operators to:
• To effectively manage incidents
• To reduce congestion
• To improve network performance
• To enhance the safety of drivers
The messages that are displayed on VMS are ‘traffic signs’ set by the Department for Transport (DfT) as prescribed in, ‘Traffic Signs Regulations and General Directions, 2002’. Standard messages are provided by the DfT in order to ensure consistency across the road network. Displaying non-standard messages such as birthday messages on VMS is not permitted.
