As detailed in the below document, the DfE is piloting early-career payments for maths trainees in the 2018/19 academic year.

Please clarify whether the third and fifth years include the ITT year or not. E.g. if the teacher trained in academic year 2018/19, would the first payment year be 2020/21 (i.e. 3rd year of teaching including the ITT year) or 2021/22 (i.e. 3rd year of teaching excluding the ITT year)?

Please also clarify whether a teacher that trains in 2018/19 but does not gain QTS and is then employed as an unqualified teacher is eligible or not? Do they become eligible if they subsequently gain QTS?

Thank you for your correspondence of 10^th October regarding mathematics
early-career payments.

The mathematics early-career payments will be made in the third and fifth
year of teaching for eligible individuals who completed ITT in 2018/19.
This refers to the third and fifth year of teaching as a qualified
teacher, so does not include the ITT year. The payments will therefore be
made in academic years 2021/22 and 2023/24.   

With regards to QTS, the eligibility criteria specifies that teachers will
need to be employed as a qualified teacher in order to receive the
early-career payments in their third and fifth year of teaching. This
means that the teacher will need to have achieved QTS before their third
or fifth year of teaching, to be eligible for both or either payment. As
the eligibility criteria specifies, the teacher will also need to have
started a non-salaried postgraduate ITT course in mathematics in the
academic year 2018/19.
