I should like to request the following information:

1) With respect to the Commission’s terms and conditions of employment, the current policy in relation to public and privilege holidays that fall during a period of maternity, paternity or adoption leave

2) Any prior policy pertaining to public and privilege holidays that fall during a period of maternity, paternity or adoption leave

3) The date the previous policy was amended to the current policy

4) Any internal correspondence and documents relating to an amendment to this policy - in particular any correspondence providing an explanation for changing policy (e.g. Bulletin 42, issued by the Cabinet Office in September 2011 )

I should prefer to receive these in electronic format at this email address.

It would be helpful if you were to provide any brief notes which might be necessary to understand the context of the information provided, although I recognise that you are not obliged to do this.

If for any reason you feel this request is unclear, please do not hesitate to contact me at this email address. If you are not the appropriate authority for this request, or for part of it, please let me know as soon as is convenient.

Could you please let me know if you are able to provide this information for the agencies and public bodies the Commission works with, or whether I should submit requests to them directly.

Thank you for your request of 7 April 2013, made under the Freedom of
Information Act 2000, for information in relation to the CC’s Maternity,
Paternity & Adoption Leave.


Our response to your questions is as follows:


1)     Please find attached our current maternity and paternity policies
(Maternity Leave Policy June 2009; Paternity Leave Policy January 2012).

2)     Please find attached previous versions, but please note we did not
undertake a neat transition and the policy tends to evolve somewhat
(Maternity guide for staff and managers April 2007 and earlier version)

3)     Please be advised we do not hold the answer you request. The HR
team believe that we changed our approach after the team meeting (minutes
included, but redacted), but not necessarily the formal policy at that

4)     Please find attached documents which may be helpful (document
relating to adjustments to CC’s maternity leave; extracts from the CC
intranet; redacted staff council discussions; Maternity letter/calculation
of dates). Colleagues in the HR department did searches in different ways,
including the 1999 regulations and the Section 6A reference. As neither
provided results we suspect our changes were not directly related to that
particular bulletin.


If you are unhappy with the decisions made in relation to your request
from the Competition Commission, you may ask for an internal review.  You
