Dear Home Office,

I am writing to follow up on FOI request 29506, seeking further clarification

I assume there must have been an initial estimation of the impact
of the scheme, even if not fully tested, before a significant
policy would have been mooted in the public domain.

Can you please share any correspondance or documents in the run up
to this announcement, in the early scoping, that pertain to its
possible impact or cost-benefits. Please include the advice given
by civil servants and special advisors to the relevant Ministers.
