With regard to the Markwells Wood well (MW-1) which has been operated by both Northern Petroleum in 2010, UKOG at present) (PEDL126)

1. Please can you send copies of the construction process and materials used for the Markwells Wood -1 well which was built and flow tested for exploratory purposes in 2010-2011

2. The well was suspended and capped, please send details about the procedure and copies of logs, notes, correspondence from the operator to HSE ?

3. Copies of all the monitoring logs, correspondence regarding the casing and cement integrity
4. Type of cement used, cement additives and quantities in the construction of MW-1
5. Pressure rating log
6.Material submitted by the operator on the particulars of the geological strata and formations, and of fluids within them, through which the well passed
7.Please send the particulars of the fluids used to produce within the well during the well operation
8. How deep was the cement placed within the well for suspension? What is the type of cement and cement additves used for the suspension
9. How does the HSE define "temporary suspension"(ie how much time is considered temporary)
10. What measures are in place by the HSE in the event of reworking a well?
11 . Notification of any hazards identified by operator to the HSE when constructing the original well
12. At what pressures well fluids were injected into MW-1 during the flow testing ?
13. How many times has the operator monitored the site post suspension?
14. Who is responsible for the monitoring of the well post abandonment?
15. Who would be liable for any clean up/mitigation if there was contamination due to well integrity failure, leaking or migration of hydrocarbons from the bottom of the well post restoration at MW-1 and after the end of the operators license term?

Further to your request for information under the Environmental
Information Regulations, which was received on 16^th November 2017 by the
Health and Safety Executive (HSE), I am writing to let you know that the
time limit for response needs to be extended.

 

Although the Regulations normally require us to send a response within 20
working days, it is sometimes necessary to extend this limit in certain
circumstances.

 

Apologies, but it has taken longer than anticipated to collate the
information. In this case we will need to extend the response deadline by
a further 20 days because of the complexity/volume of your request having
just completed the search for the relevant information within scope.  We
have still to consider the public interest test for disclosure.

This information is being partially disclosed, personal information is
being withheld by virtue of the exception in EIR regulation 13(1)
(personal data).  Due to email size limitations the first attachment
attached and the rest of the data will be sent in 3 separate emails.

Where the information requested is not in the disclosed documents the
information is not held by HSE.

 

In response to item 9, HSE does not define how long is considered
temporary.

 

In response to item 10, HSE monitors work activity throughout the
lifecycle of a well by assessing the well notification submitted by the
operator to us at least 21 days before work starts on the well. This
allows inspectors to assess well design before construction starts.
Further notifications are required if the well is re-worked and prior to
the start of abandonment work. HSE reviews the  weekly operations reports
submitted by the operator to ensure work on the well is progressing to
plan and risks are being managed effectively, and make take intervention
action if necessary in accordance with our [1]Enforcement Policy Statement
and [2]Enforcement Management Model.

 

In response to item 13 no information is held by HSE
