Market Consultant And The Councils Procurement Safeguards

The minutes of the Economy Regeneration and Housing Committee meeting of 27 March 2024 state that….
“Raymond Linch of Market North West Ltd, who had been employed as a market design consultant, attended the meeting and gave some personal background, noting that he had helped develop around 300 markets in the UK” Additionally “He summarised the findings of the report regarding the other potential sites for a market in Birkenhead”
Some Market Traders are a little sceptical of Mr Lynch’s claim of 300 markets and I’ve been asked to look into the validity of the 300 figure and also take up references and endorsements from some of these many markets he’s been involved with.
I’m sure Mr Lynch has supplied Council Officers with relevant supporting information to bolster both his previous and current procurement bids. This information will greatly assist in my research and therefore I request the Council supplies me with all documents held relating to this subject.
As the report submitted by Mr Lynch concerned the future trading environment that market traders are to be subjected to I ask that this message is treat as an Environmental Information Request.

Complaint sent to ICO 21 September
Hi Team ICO,
I would like to complain about Wirral Borough Council’s handling of this information request.
I sent the original request sent on 19 July, I haven’t received any response and on 20 August I sent a request for an internal review to be conducted, I have not received any response, acknowledgment or reason for their delay.

I would also like to complain that the Regeneration Directorate at Wirral Borough Council appears to be following a corporate policy of delaying, prevaricating and misunderstanding information requests.
