Background

Please refer to the e-mail signed by Brandon from cschighways( to David Baddeley dated 8th July 2020

Mr Baddeley had pointed out that when the verges of the above road were cut on 22/06/20 litter had be been cut up in the process making it more difficult to pick up.

Littering picking is the responsibility of the relevant district council i.e. Three Rivers DC

Information requested

1. What traffic management measure were taken on 22/06/20 e.g. conning off lanes to protect workers?

2. Please provide a copy of the communication to Three Rivers DC informing them that the verges on this road were to be cut on 22/06/20.

3. Please provide ay 4 communications made in the last 12 months informing District Councils of the impending cutting of verges by HCC.

We require further clarification under the Freedom of Information Act 2000
/ Environmental Information Regulations 2004 before we are able to begin
processing your request

 

o I do not have a copy of the email you referred to in the background
information you supplied. If you have a copy and consider it relevant
to your enquiry, please supply it.
o I believe you are referring to the road known as Denham Way or the
A412 between the M25 junction 17 and the Maple Cross roundabout by the
Reach Free school, please confirm. Was all the road effected by the
grass cutting?
o In regard to question 3, there are some typing errors in the question
which make it more difficult to understand what you are asking for,
please can you send this question again.

 

As soon as we receive this clarification we will be in a position to
continue processing your request. If we do not receive a response to this
request for clarification, within 90 days of the date that this
correspondence was sent then we will close this request and any further
correspondence would be considered as a new request.

Dear David,

Thank you for contacting Hertfordshire County Council's Highways Department. If the litter was there before the teams carried out the grass cutting this would need to be raised for your local council to collect as littler off-road is under there remit, however if the litter was caused by the workers then we will feed this back to the contractors.

B. Yes its the Denham Way. I drove up and down a few days later and it looked to me as if all of the verges had been cut. You could check with whoever you employed to do the work if you feel it is relevant to my information request.

C. I could only see one typo. "ay" should have been "any"

Following my request for clarification on 30^th July 2020, on 7^th August
you provided the text of the email dated 8^th July 2020, you confirmed it
was Denham Road you were interested in and you confirmed that question 3
should read: -

Our Response

 

Your request for information has been considered under the Environmental
Information Regulations 2004 I can confirm that Hertfordshire County
Council does hold the information you have requested, and can respond as
follows: -

 

1.       What traffic management measure were taken on 22/06/20 e.g.

Lane closure

2.       Please provide a copy of the communication to Three Rivers DC
informing them that the verges on this road were to be cut on 22/06/20.

The Supervisor calls Three Rivers District Council by phone. This year we
have stopped all districts working within our closure due to Covid work.

3.       Please provide any 4 communications made in the last 12 months
informing District Councils of the impending cutting of verges by HCC.  

Communication was in September 2019 by phone
