I am writing to request an internal review of Cornwall Partnership NHS Foundation Trust's handling of my FOI request 'MAPA training'.

As a public tax payer with no commercial interests whatsoever I do
not think rule 43 applies. But I can understand that it may be a convenient
clause to use in order to conceal details of the specific approach you use for managing violence within your organisation. If I recall Mr Little had to pursue his request because the Trust did not want to make the MAPA report public.But why would an NHS body attempt to conceal this information? Surely it would be in the Trusts own interests to be open and transparent with members of the general public, particularly in light of its own track record of providing care for vulnerable people. As Cornwall has been subject to one of the biggest abuse scandals to be unearthed in recent years at Budock hospital, is it not in the publics interests to be open?

Can I also point out that any materials that you may have in relation to MAPA training have been funded by the tax payer and therefore on that basis should be available for public scrutiny and not shrouded in a cloud of mystery. Don't you think it odd that I can access online details of both prison and juvenile estate physical intervention manuals and yet you have
opted to try using clause 43 to decline the request. What is the trust trying to hide?

Dear FreedomOfInformation (CORNWALL PARTNERSHIP NHS FOUNDATION TRUST),
It's taken 6 long months including an internal review for the Trust to defend its position on why they should not disclose details of the type and nature of physical intervention techniques it uses on vulnerable service users. To be frank, the position that you have opted to take is in direct conflict with a need to be open and transparent with patients, their carers and families. For the public record I have asked the same question in other Trusts and they have had no problem in furnishing me with this information. I wonder what position the local commissioning group , MPs and CQC would take?
It is concerning that the Trust is not willing to be open about this area of very controversial area of practice.
