1)     Is there a specific time period in which you are interested? No
dates are given in your initial request, so this potentially encompasses
all data recorded since JNCC was established in 1990, through our most
recent surveys in 2016.

 

2)     Can you specify whether your request is for monitoring information
relating to breeding birds at colonies, birds at sea, or both?

 

Please be advised that if we estimate that it is likely to take more than
18 working hours to compile the information you require, both the Freedom
of Information Act and the Environmental Information Regulations permit us
to charge you to fulfil your request.

 

Our rate for this service is £25/hour, as set out in Freedom of

Thank you for your request for information received by JNCC on 6 January

On 10^th January 2017 we requested clarification regarding a specific time
period in which you were interested and whether your request was for
monitoring information relating to breeding birds at colonies, birds at
sea, or both?

 

You replied:

“Data from the 2014-16 breeding seasons would be sufficient for my
purposes.”

“Data from breeding colonies only is required.”

 

Our response is, therefore, based upon your clarified request.

 

Methodology

UK seabird monitoring work is carried out by the Seabird Monitoring
Programme (SMP) [1]http://jncc.defra.gov.uk/page-1550. Fieldwork for the
SMP is carried out according to the methods specified in the Seabird
Monitoring Handbook for Britain and Ireland (Walsh et al 1995)
[2]http://jncc.defra.gov.uk/page-2406 which includes the monitoring of
Manx shearwaters (page 32).

 

Colony count data

Data are entered in to the SMP database [3]http://jncc.defra.gov.uk/smp/.

 

We have attached an extract of all whole colony count data on Manx
shearwaters from 17th January 2017 for your convenience. The output from
our trend analysis can be found [4]http://jncc.defra.gov.uk/page-3201
and the analysis in the attached folder called ‘SMP trend analysis
outputs’.

 

The most up-to-date Manx shearwater population estimates come from the
Seabird 2000 census [5]http://jncc.defra.gov.uk/page-1548.

 

The level of annual sampling of the UK Manx shearwater population is
insufficient to allow robust population trend information to be generated
and these are therefore not published in the annual SMP report.

 

Breeding success data

JNCC provides an annual financial contribution to four key UK seabird
monitoring sites, two of these monitor Manx shearwaters breeding success.
These are:

 

1.    Canna which is monitored on behalf of the SMP by the Highland
Ringing Group; and

2.    Skomer which is monitored on behalf of the SMP by a research group
led by Dr Matt Wood from the University of Gloucestershire.

 

Details of these financial contributions are provided in the attached zip
file.

 

The output from these studies are annual monitoring reports which are also
provided from 2014-2016 in the attached zip file. Please note that the
2016 Canna seabird monitoring report has not yet been published and is
supplied in draft form.

 

The 2016 Skomer monitoring report has not been submitted to us but is due
on 28 February. The 2015 data from Skomer on survival rates of Manx
shearwaters is also included in the SMP annual online report
[6]http://jncc.defra.gov.uk/page-2869.

 

Financial documents

Before 2014, JNCC (on behalf of the SMP) contributions were executed in
the form of a single tender contract. Since 2015 however, the definition
has changed towards contribution contracts, defined, in brief, as ‘a
mechanism whereby JNCC contributes to a project for which another
organisation is responsible’. The project would still be relevant to the
work of the JNCC, and a tangible but incidental benefit may be derived,
e.g. data collected for the SMP and a copy of the report.

 

In the folder called ‘Key site contribution documents’ you will see the
following information for 2014-2016:

The ‘request for funding letter’

            The Annex A document (detailing the requirement)

            The ‘offer of funding letter’

            The ‘acceptance letter’
