Manston: The Decision of RiverOak Strategic Partners to delay the submission of application for DCO

Planning Inspectorate did not have the information requested.

Dear Planning Inspectorate,

On the 22nd November 2017 RSP announced their intention to delay the submission of their formal application for a Development Consent Order pending further public consultations. The Member of Parliament for Thanet North made his own announcement, implying that this decision was at his request.

Rumour locally is that is that the Planning Inspectorate, having either a) received an application formally, or b) informally as a result of having seen the final draft of an application, have either rejected that application or suggested that the submission needs to be improved before such submission.

Could you please advise as to whether the PI has either received the formal application submitted on behalf of RiverOak Stategic Partners and gone on to reject it, or having had sight of the completed application, have informally suggested that improvements need to be made before it is formally submitted.

If the answer to either of these scenarios is in the affirmative, how is such advice, be it formal or informal, compatible with s.51(2) Planning Act 2003.

Yours faithfully,

Matthew Griffiths

Dear Planning Inspectorate,
I have yet to receive a response to this application.
You will of course be aware that an application should be dealt with promptly, generally interpreted as within 20 working days. A response to this application is therefore considerably overdue.

Yours faithfully,

Matthew GRIFFITHS

Dear Mr Griffiths,

Thank you for your email which I have forwarded to our FOI Team.

Dear Mr Griffiths

Thank you for your request made under the Freedom of Information Act 2000
dated 28 November 2017.  We apologise for the delay in response but
unfortunately your request was not received in this department until this
week.

With regard to the Manston Airport project, an application has not yet
been formally submitted to the Planning Inspectorate for examination.  We
received a suite of draft application documents from RiverOak Strategic
Partners (RSP) for an initial review in Q4 2017, in line with the
Pre-application service for applicants set out in our Pre-application
Prospectus:

Feedback on draft documents is routinely given at a face-to-face meeting.
In this case that meeting took place on 2 November 2017 and is published
here:

RSP’s explanation and justification for delaying the submission of its
application is set out in this meeting note:

We anticipate that the application will be formally submitted to the
Planning Inspectorate in Q1 2018.

Please find attached a copy of our review procedures for information.

Yours sincerely

Aggie Lewis-Jones
