Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to Manston Enterprise Zone. I am
pleased to provide the response below:

 

You specifically asked “what information KCC has provided to, or on behalf
of, KMEP, with regard to the proposal for an enterprise zone at Manston”.

 

KMEP is a Partnership Board, rather than a separate legal entity, for
which Kent County Council (KCC) provides the secretariat. We have
therefore interpreted your query broadly, to include all the information
that KCC or KMEP have provided in relation to an Enterprise Zone at
Manston.

 

The suggestion of an Enterprise Zone at Manston was first proposed in
spring 2014, and is contained on page 159 of the South East LEP Strategic
Economic Plan. This is in the public domain and can be found at
[1]www.southeastlep.com.

 

In autumn 2014, the Government invited proposals for extensions to
existing Enterprise Zones. An application was submitted for an extension
to the existing Discovery Park Enterprise Zone in October 2014, which
would have included the Manston Business Park and former Manston Airport
sites. This is attached as Document 1. This application was not taken
forward by the Government.

 

In spring 2015, the Government asked for the earlier submission to be
revised. A revised application was therefore submitted in June 2015, which
included Manston Business Park, Betteshanger Business Park and the former
Manston Airport site. This application is attached as Document 2. This
application has not, at the time of writing, been taken forward by the
Government.

 

In July 2015, the Government launched a national call for new Enterprise
Zone proposals. A number of proposals came forward from Kent and Medway.
These included a proposal submitted by Thanet District Council for a new
Enterprise Zone, which would have included Manston Business Park, the
former Manston Airport site and the Port of Ramsgate. This proposal was
reported to Kent and Medway Economic Partnership Board on 14 September
2015. The Board papers are in the public domain via the KMEP website, but
are attached for convenience as Document 3 - please refer to pages 24-33.

 

KMEP Board was asked to give a view on which of the Enterprise Zone
proposals from Kent and Medway should be submitted to the Government. The
Board decided not to submit the Manston/ Ramsgate proposal.
